A Study of the Elections in Kenya and Sudan in the Mirror of the Strategies of the Political Elites This comparative study of the pre-election situations in Kenya (2007) and Sudan (2009 - postponed to 2010) analyses the structural and institutional context of the formation of violent conflicts. Applying a framework that is generally neglected in contemporary studies of state failure, weak states and state building, the study concentrates on the different strategies to which political elites resort in their pursuit of control over the citizens of the country and thereby in order to secure their grasp on power. By demonstrating the ways these social groups manipulate the economy, the identity relations and the political demography, it highlights some of the obstacles in the way of grandiose state building projects. The recognition of the extent of complexity should lead to the design of a more humble approach to dealing with conflict-ridden areas, taking also into account also the open-endedness of many of the main problems encountered by our political communities. 52 Külügyi Szemle
