Résumé A Phoenix in the Cage? Ten Years of Russian Foreign Policy Ten years ago, Russia suffered its biggest humiliation after the Soviet split up when NATO forces bombed Serbia. It was isolated, weak and without real foreign policy pros­pects. The present Russia does not have real allies in world politics either. However, its isolation rests much more on its "Great Powemess", a complex notion of strength and exclusive interests. The paper aims at analyzing the nature and consistence of the new Russian Great Power thinking. Its main finding is that despite all deficits and structural disbalances, the current Russian behaviour is not just a result of the social imprint of the present Russian leadership or a simple re-emergence of Soviet thinking. It rests on broad economic and political fundaments, implying a consolidated foreign policy line for the years to come. 40 Külügyi Szemle
