A dokumentomot 1.: Preferential treatment of national minorities by their kin-state: the case of the Hungarian law of 19 June 2001 on Hungarians living in neighbouring countries („Magyars"), Council of Europe, Parliamentary Assembly, Committee on Legal Affairs and Human Rights, adopted on 3 March 2003. 42 Sólyom László: „Mit is...", i. m. 43 http://www.csatlakozas.ro/reflector_details.php?id=40# . The Issue of the 'Nation' in the International Arena 'Nation' is one of the most frequently used concepts in social sciences. It is striking how loosely this term is often used. The study presents the different political and academic approaches to the term. Social scientists attempt - within the framework of the theories of nationalism - to offer a value free, usable definition of the nation, while politicians define the concept in accordance with their interests. However, at a closer look, one has to observe that the agenda of the social scientists has been set by the politicians since the beginnings. The article shows that the international debate around the Hungarians status law is nothing else than a debate between politicians about the official conception of the nation. A particular definition of the nation is not without underlying interests; defining a nation as political or cultural has political consequences. The article presents the involvement of the Venice Commission, the High Commissioner for National Minorities, and the Parliamentary Assembly of the Council of Europe in this multilateral game concerning the definition of the nation. 2008. nyár 57
