Résumé The Europe of Different Circles: The Shifts in Flexible Integration The essay discusses the question of 'differentiation', which is considered to be one of the focal points int he debates over the shaping of the European Union. The integrationist system, which has become known as the multi-speed Europe, core Europe, and Union of changing geometries int he popular mind, is not negative or positive in itself. The question whether the growing importance of differentiation weakens or strengthens integration basically depends on two things: what policy the measures intended to facilitate flexibility will serve, and what way they will be introduced.
