Résumé end of the EU attention paid to the region. The European Union is still supporting the peace process and takes part in the reconstruction of the country (EUPOL Kinshasa). The autonomous operation of the EU was obviously the next step of the process started in Saint-Malo in 1998, continued by the declaration of the Helsinki 'Headline Goal' and by the EU operation CONCORDIA, which was carried out with the assistance of the NATO in Macedonia. The most important result of the ARTEMIS was the fact that the EU indeed proved to be able to conduct a military operation relying on its own forces and commanding structures outside Europe. Die Krisisbehandlungen der OVN (UNO) und der EU in der Demokratischen Republik Kongo Die Operation ARTEMIS, die 2003 in der Demokratischen Republik Kongo (DRK) stattfand, wird als erste selbständige militärische Aktion der Europäischen Union in Evidenz gehalten. Die Europäische Union entschied sich für die militärische Operation mit dem Schwerpunkt Ituri/Bunia, unter Berücksichtigung des Beschlusses 1484 des Sicherheitsrates der OVN (UNO) und dem Gemeinsamen Aktionsplan vom 5. Juli 2003 entsprechend. Die Operation sollte offiziell am 1. September 2003 enden. Der Auszug der Militäreinheiten bedeutete aber noch weit nicht, dass die Bereitschaft der EU auf dem Gebiet der DRK aufgehört hätte. Die Europäische Union unterstützt weiterhin den Friedensprozess und beteiligt sich an der Rekonstruktion des Landes. (EUPOL - Kinshasa 2005) Die autonome Operation der EU ist eine logisch eintretende nächste Phase des Prozesses von Saint-Malo im Jahre 1998, über die Schaffung von Headline Goal in Helsinki, nach der noch unter dem Vormund der NATO stehenden Operation CONCORDIA. Der größte Erfolg der Aktion ist die Tatsache, dass die EU wirklich fähig ist aus eigenen Kräften und auf eigener Kommandantur basierend eine solche Operation weit von Europa auszuführen. 36 Külügyi Szemle
