Resume the political stage to be replaced by young educated pragmatists. The change of phases is the result of subregional fighting, not only in political struggle but even in the local battlefields. The political solution in Afghanistan needs massive military, political and financial assistance of the international community. Gyula Jordán-Barna Tálas: The Plan and Its Background. On China's Tenth 5-Year Plan China has worked out its tenth 5-year plan for 2001-2005 within the framework of its long-term strategic plans until 2010 and 2050. In its broadest sense, the plan defines the tasks for the transition from an extensive to an intensive growth. Therefore, it puts spe­cial emphasis on quality, the development of services, and an economy based on ad­vanced technology and knowledge besides maintaining the high growth rate. The authors call attention to the problems of this idea and the grave difficulties in the pre­sent situation. They analyze the characteristics of such important fields as education, the conditions of the state owned corporations, the development of the underdeve­loped western parts of the country, and environmental protection. They emphasizes - as a major deficiency of the plan - that there are not any references to the qualitative changes with regard to the reform of the political system. Mózes Csorna: Internal Factors of the Korean Detente The author spent six months in Seoul with the fellowship of the Korea Foundation. His study is an attempt to describe the process of the Korean detente, which is quite unknown in Hungary. The title of the first part is: The antecedents of the detente'. It describes the development of the economic crisis of North Korea from the late 196(y s. It also includes the political instability of the North Korean leadership in the mid-1990's. The title of the second part is: 'The mutual interest - the detente'. It describes the development of the Kim Dae- jung administration's North Korea policy, and shows the goals of the North Korean leadership. It also discusses the development of economic cooperation between the two Koreas: the successful investments of the South Korean chaebols in North Korea. The title of the third part is: 'The summit'. It discusses the historic summit between President Kim Dae-jung and Chairman Kim Jong-il in June, 2000. Finally, the study draws a comparison between the unification proposals of the two Koreas and the 'Three-Stage Unification' formula.
