Six years ago the UNO made a declaration on this, but a specific agreement with the actual conclusion of a treaty is still, outstandingo This would be a new gesture on the part cf the nuclear powers and a step forward to the full liquidation of -the weapons of mass distraction» It seems that Hi ere are ho serious arguments against such an agreement for, in the present highly developed state of military technology , the use of strategic nuclear weapons is impossible, while the employment of tactical weapons is hardly thinkable without the danger cf a full-scale nuclear conflicto 4) Also from the viewpoint of European security, the question con­cerning disarmament, the limitation of arms and connected problems are highly sognificantc •„ The mention of this theme is not the sign of a Europe-coitred tfcfcjkingc Neither are we motivated by the fact that Hungary is a European country and hence it is with this' problem that the Hungarian churches are particularly - familiar c There are objective reasons, far giving special atten­tion to the question cf European security» At present, a relative détente has developed on the European Continent, but this state of affairs is not without threats and also hew chances-vhich might signif icantly influence the cause of world .peace, and v/ithin this scope, the progress of disarmament# In recent years many new contacts have bem establidied between certain coun­tries of the East and of the West? in the economic, cultural, scientific fie Ids and also along the lines of tourist troffic and political talka» This process might bring us-nearer to the possible convening/a conference on European secur­ity ajnd, beyond this, to hie creation of a comprehensive European security system - and this would mean a moot hopeful and significant development» ' One cf the preliminary ' oixlit.ions of the creation Cf ouch a security system is the settling of the most acute European issues; the recognition of and respect for the existing European frontiers, the recognition cf the German Democratic Republic, also in the sense that the Federal Republic of Germany should renounce her claim to speak for the whole of Germany® As to the problem of Berlin, the two German states should have negotiations' with eacfyStber on this matter« Both German states should renounce the possession of atomic weapons and bll forms of sharing decision on their use®. 122) 'Without this, it would further remain a disturbing factor that the Bundeswehr is supplied with carrier rockets for nuclear arms, and that plans like that proposed as the ML! and also some statements by official personalities again and again reflect the claim of the Bundeswehr on nuclear weapons, ard that the idea cf the non-pro­liferation.-treaty has found opposition from the beginning in the Federal Re­public, 123) although this opposition is voiced, of late, not so muefe in govern­ment declarations as in statements made by high-ranking leaders aid politicians and the fact that the new fascist party of West Germany has new legal standing« As part of an European security system or a.-< steps leading to that system, the following disarmament measures or steps related to disarmament should be puttón the agenda of discussions, considerations and negotiations; the simultaneous dissolutions of the NATO and the Warsaw Pact, or possibly,
