Levelezés a nagymarosi munkagödörről A Miniszterelnöki Hivatal Dunai Vízlépcső Kormánybiztosi Titkárság dr. Sámsondi Kiss György „építész, kormánybiztos" aláírásával körlevelet bocsátott ki 1991. június 3-án, amelyben általa érdemesnek itélt személyeket felhívott arra, vegyenek részt a VisegrádNagymaros közötti Duna-szakasz helyreállítási programjának elkészítésére kiírt pályázaton. A felkérést megküldték Knrádi Gábor mérnöknek, az „University of Wisconsin Milwaukee" tanszékvezető tanárának. Knrádi Gábor, aki a Magyar Tudományos Akadémia Vízgazdálkodástudományi Bizottságának is megválasztott tagja, rendelkezésünkre bocsátotta válaszát, amelyet az alábbiakban angol és magyar nyelvű változatában egyaránt közre adunk: MINISZTERELNÖKI HIVATAL DUNAI VÍZLÉPCSŐ KORMÁNYBIZTOSI TITKÁRSÁG TISZTELT KOLLÉGÁM, HONFITÁRSAM! Bizonyára nem kerülték el figyelmed a Nagymarosi Vízlépcső építése körül Magyarországon zajló viharos események. Az az elszánt hadakozás, amelyet a politikai megfontolásoktól terhes beruházás ellen, természeti értékeink, környezetünk megvédése érdekében kellett folytatnunk. Ennek egyik eredménye a nagymarosi duzzasztómű építésének elmaradása, s a roncsolt táj helyreállításának társadalmi szintű elhatározása. A Visegrád-Nagymaros közötti Duna-szakasz tájrehabilitációja súlyos anyagi következményekkel jár, jelentős szellemi kapacitást igényel, s olyan szemléletmódot feltételez, amely egyenlőre csak nálunk gazdaságilag fejlettebb országokra jellemző. A Visegrád-nagymarosi helyreállítási program összeállításának szempontjait a mellékejt tervpályázati felhívás nyomon beérkező pályaművek ötleteinek, javaslatainak felhasználásával szeretnénk gazdagítani, teljesebbé tenni. Pályázati kiírásunkban és annak mellékleteiben arra törekedtünk, hogv lehetőség szerint az összetett problémához minél több közvetlen információt nyújtsunk. Tisztelettel kérlek, amennyiben lehetőséged adódik személyesen, vagy ismeretségi köröddel a pályázatban részt venni, esetleg más módon további javaslataiddal, ötleteiddel támogatni a helyreállítást; segítsd munkánkat, Támogatásodra és együttérzésedre számítva. As a staunch supporter of the project, I wish to express my deep disappointment with this decision and hope that in the not so distant future sanity will prevail and implementation of the Nagymaros project either at its present location or a few kilometcrs upstream will be reconsidered. I am somewhat puzzled by your comment that the decisiou to implement the project was politically motivated. In my assessment the action by your government to serap the project was a political decision and had very little to do with realistic economic, technical, and environmental considerations. Although I am the onlv scientist/engineer in the United States who received a national award (the Hoffman Award) for his work on the environmental impact of hydropower development, my comments will not have any influence on your thinking exactly because of the political commitments you have made. Still 1 want to state categorically, that implementation of the Nagymaros project would have a most positive impact on the Hungárián national economv and it would result in positive overall environmental changes. Perhaps I should add that the real experts on hydropower development and its environmental impact in the United States consider the decision of your government to abandon the Nagymaros project a major blunder. You should spend Hungary 's scarce financial resources on reducing air pollution and build waste water treatment facilities if you are indeed concerned about the environment. Air pollution is alreadv a major health hazard that warrants immediate attention. I adinit that a campaign for clean air would be costly and without significant political profit. Therefore, it is probably near to the bottom of the list of your priorities. However, as a democratically elected government,you should askior the advise of the people and must not be controlled by a small yocal minority. It is true that in a democracy, people may make the wrong decisions and have the right to make a fool of themselves. But with all due respect I do not believe that the Government has the right to fool the people. Without the slightest doubt in my mind if the people of Hungary were presented both sides of the argument and were permitted to vote 011 the future of the Nagymaros project, they would vote overwhelmingly for the project-. But I guess Hungary is not yet ready for direct participation of the people in the deinocratic process. Despite my very serious reservations, I wish you good luck in your new endeavotir.
