(1) Parliament establishes a név, democratic elective franchise lav; on the hasis of which the elected parliament vorks out a név constitution; the constitution must reflect the changes brought about in society and eliminate the contradictions in the present constitution, clarify the political relations of the state and Party, statutably specify the individual and political rights of the citizens and guarantee them and stipulate the establishment of constitutional judgement. (2) We déem the folloving reforms desirable in the function of the present parliament: 1# Fór the sake of the exercise of legislation and the control of its enforce- ment the function of parliament must be continuous. 2. The Party's leading bodies must make their proposals and opinions in con- nection vith the bilis public. 3. The restrictive regulations and practices vhich surround parliamentary public- ity, interpellations by Members of Parliament and proposers rights must be repe Elled. 4. Representatives vho have similar opinions in debates should be able to est- ablish parliamentary factions vhich can operate on a temporary or permanent basis. 5. Confidential ballots concerning the government programmes and policies and individual ministers must be institutionalised; the confidential ballot and individual elections must be secret; any Member of Parliament should be able to initiate a confidential ballot. 6. Conditions should be created so that Members of Parliament can conduct their pariiamentELry affairs proféssionsilly; to perform their tasks they mustmaintain a parliamentary office and a team of experts to prepare decisions. The Financial and organisational pre-conditions must be ensured fór all Members of Parliament. 7. The records of parliamentary sittings and committee debates must be made public by accelerated proceedings. Finally the HungEirian Democratic Fórum requests a prelioinary committee to vork out the principles and functions of a democratic parliament.*- 2 -
