- It vili leod morál support to tbe humiliated and demoralized minoritiea. The declaration vili have to diecloBe the relationship betveen the Hungárián atate and tbe universal Hungárián nation. Tbe national declaration could be made by the government in the National Assembly, or it could be pasBed as a resolution of tbe National Assembly.- The declaration vili have to start out by defining the Hungárián nation as a group of people vho are characterized by community of language, culture and historical traditions, bút are nőt confined to tbe citizens of tbe Hungárián State.- Tbe declaration vili have to State that Hungary does nőt claim sovereignty over Hungarians vho are citizens of other countries, bút recognizes as its duty to help such Hungarians preserve tbeir national identity.- Such help may consist in part of initiatives that tbe Hungárián State is able to take on its ovn territory, vitbout interfering in tbe internál affairs of other countries (the offering of scholarships, the establishment of places in schools, universities and student dormitories, etc.).- And in part there may be actions taken abroad, on the hasis of international agreements. (Fór example, bringing before internetional forums tbe minority grievances that constitute human-rights violations.)- Finally, the State vili have to undertake efforts to conclude bilateral agreements that can improve the situation of the minorities (fór example, agreements on the free exchange of educational and recreational goods, or on the lifting of travel restrictions betveen countries). A National Minority Lav vili have to be enacted. It Í6 important that the National Minority Lav be enacted before, or at the same time as, the national declaration is issued.- The lav vili have to guarantee fór every national minority in Hungary (including the Gypsy minority) all the rights ve are demanding fór the Hungárián minorities living beyond our borders.- It vili have to make clear that every national minority in Hungary is free to maintain relations vith it6 mother nation, and vith the latter's scattered conationals in other countries.- It vili have to recognize the national minorities' right to present their grievances either to the State of their mother nation or before the competent international forums. Hungary vili have to offer its cooperation in investigating and remedying the complaints. A standpoint must be adopted on the de6irable development of the order vithin the region. % 10
