It vili be tbe task of tbe government to issue its régiónál standpoint and conmiit itaelf to directions of development auch as tbe folloving:- A changeover to a markét economy;- Free trade in Creative productionB;- Freedom to travel, aettle and vork anyvhere vitbin tbe region;- Direct relationE betveen cultural and scientific institutionB, independently of agreements betveen countrieB;- Encouragement of reconciliation betveen nations, and tbe vitbdraval of tbe BteteB from the clarifying debates of tbe scientific and cultural communities. Tbe consistent short-term measures tbat mu6t be implemented are as follov6:- EffortB must be undertaken that vili belp to make borders more open. Tourism must be encouraged. CustomB and foreign-exchange policies must be brought in line vith tbe objective of continual ezpansion in passenger traffic.- Ve must see to it tbat domestic books and periodicals get to tbe areas vhere the Hungarian-speaking population is concentrated. (in tbe case of Czecboslovakia, fór example, tbe principal export destinat ion sbould be Bratislava, rather than Prague.)- Tbe publishing of minority books and periodicals mu6t be supported tbrougb orders, subscriptions and agreements on svaps. Ve need a periodical appearing in Hungary, and perbaps alsó a publishing house fór bookB, to publish tbe vorks of minority literatures and cultures.- Minority scbolarship must be supported, in part vitb research commissions, in part vith joint research programs, and in part by providing scbolarships and supplying research tools.- The most dangerous trend in Románia and Czecboslovakia during tbe pást 15 to 20 years has been tbe arbitrary curtailment of instruction fór Hungarians in their native language. Efforte must be made to conclude agreements vitb the respective governments, fór halting this process and reversing it if possible. Ve must help to provide replacements fór tbe shrinking pool of teachers.- Hungarians are fleeing from Románia in increasing numbers. It is a shame that tbe Hungárián government is hampering tbeir immigration by raÍ6Íng numerous administrative difficulties and, fór political reaBons, is nőt admitting persons vbo have been persecuted and vilified. Immigration permits sbould be issued quickly, autómatically, and indiscriminately. Dpon their arrival in Hungary, reBettlers Ehould be granted Hungárián citizenship if they apply fór it. A separate office should be set up to help resettlers adjust. % V
