3.A A Variety of Interest-Representing Organizatione and Freedom of Association Representation of interesta is just as far from being acceptable outside tbe trade unions aa vithin tbem. Altbough several interest-representing organizations nőt under tbe supervision of tbe SZOT bave been formed (e.g., the AsBociation of Large Familiee, tbe Association of Parents Vitb Crippled Cbildren) and traditional organisations vitb public-lav status are máking a special effort to undertake interest-representing functions (tbe Hungárián Cbamber of Commerce, tbe PPF and tbe RÍSZ, fór example), tbe situation is far from satisfactory.- Tbe statutory conditions fór freedom of association to represent interests are lacking.- Tbe exisiting interest-representing associations are nőt guaranteed tbe right to form federations according to their particular interests.- Tbe rigbts of tbe existing associations are unclear, and they lack forums before vhicb tbey could reconcile tbeir standpoints vitb one anotber and vitb tbe State and business organisations. Freedom of association must be guaranteed by lav.- A Lav on Associations must declare that citisen6 are free to form unincorporated groups or movements, vithout any obligation to register or to obtain a license. Tbe autborities cannot prevent by force or harass the debateB, meetings, and publicity campaigns of such groups or movements, as long as tbey otbervise observe the lav.- Tbe founding of an association must be permitted fór any public purpose, vitb the exception of the causes vhose promotion is against the lav. The State vili take cognisance of tbe founding of an association vben tbe court enters the association in tbe register. Registration may be denied only vhen tbe association's program violates the lav or vhen its rules of organisation and procedure fail to meet formai requirements. The data on vhicb tbe denial of registration is based must be made available to tbe founders, and the decision may be appealed. In the period from tbe fiiing of tbe application fór registration until tbe court bands dovn its decision, organizing vork—if it does nőt go beyond the formation of an unicorporated group or movement—is legal even vitbout official approval, and bence cannot be probibited. Tbe registered association's supervising agency oversees only tbe association's legality. The court shall have exclusive jurisdiction over dissolving an association or removing its officers.- Associations founded fór related purposes should be alloved to jóin régiónál or national federations. There could be a vide variety of federations existing side by side. Forums establisbed fór mutual briefings and to exchange vievs vould nőt yet be actual associations [as published] and vould nőt have to be registered.
