Joining a federation cannot be a condition fór founding an association, and tbe gaining of public-lav status cannot be a condition fór forming a federation. It ie deeirable that tbe existing intereet-representing organizations vitb public-lav status (the TÓT [National Council of Agricultural Cooperatives], KIOSZ [National Organixation of Artisans], KISOSZ [National Free Organitation of Retailers], etc.) be transformed intő umbrella organizations. It is essential tbat the interest-representing organizations vitb public-lav status sbed tbeir official cbaracteristics. Tbe remnants of tbe individual's compulsory membership in organizations (fór example, an artisan must be a member of tbe KISOSZ; if he is expelled from the organization, he loses his artisan's license) must be abolished. A vorkable system fór tbe reconciliation of divergent intereets must be developed.- It ie desirable that there be a variety of interest-representing associations. It is intolerable, fór example, tbat it is the task of tbe KIOSZ to represent the interests of business partnersbips, vbereas it had vebemently opposed their formát ion.
