Regarding tbe schedule of trade-union reform:- We deem it essential to begin holding név electiona fór trade-union officiala already nov, before tbe organizational cbangea. Most of tbe trade uniona1 preaent leadere bave been diacredited and are tberefore unauitable to implement tbe deaired cbangea. It vould be good if the initiativea fór recall came from tbe membership itaelf. Tbe employees vbo elected tbem are' able to replace vitb név people at any time the trade-union officiala at the vorkplace. Campaigna could be launched to gather aignaturea on petitioné to hold név electiona fór the brancb and Central trade-union leadership. The nőst diacredited persona could be recalled by name.- Formát ion of tbe név intereet-representing groups at tbe vorkplaces could begin parallel vitb the név electiona. Tbeae groups could establish contact vitb one anotber. Professional and otber aasociations outside tbe trade- union hierarchy could facilitate tbe coordination of the groups during tbe initial period.- As tbe next atep, the vitbdraval of tbe név trade-union confederations from the brancb uniona could begin. If tbe név electiona proceed upvard from belov, the branch and Central trade-union leadership can be counted on to cooperate. Reform of the official trade-union structure could begin more or lese simultaneoualy vith tbe vitbdravals.- Thereafter the név confederations could hold their Btatutory congressea, adopt rules of organization and procedure, preaent programé and elect regular slates of officere. This vould be folloved by a National Congreae of Trade Uniona, vhich vould adopt tbe trade-union movement's név, democratic and confederate organizational structure and its program, and vould elect tbe SZOT'a membere and leader6hip.- Finally, the National Assembly could coneider tbe proposala submitted by the trade uniona and tben enact a Strike Lav vhich vould determine tbe trade uniona1 interest-representing autbority and define the State and bueinese organizations' obligatione tovard the trade uniona.- Once the trade uniona are in a ferment, a government statement vili be inevitable on the economy's expected performance, and on tbe concessione tbat can be made in the short term. When tbe reorganization has ended, tbe név trade-union leadership vili have to conclude an agreement vitb the government on the temporary limitation of the [trade uniona'] demanda. Otherviae tbe trade-union ferment vould render impossible the curtailment of [overall] demand that vili be inevitable fór economic reasone, and vould dÍ6rupt the national economy's processes of circulation. Bút the név trade uniona can be counted on to shov self-reatrain only if (1) it is voluntary, and nőt dictated by tbe SZOT; (2) it is accompanied by the trade uniona' freedom of action in areas—vorking conditiona, participation in tbe restructuring of production, etc.--vhere the curtailment of macroeconomic demand doea nőt neceseitate that tbe trade uniona limit their demanda; and (3) no attempt is made to obatruct from above the trade-union movement's transformát ion. lg 0
