Let them elect, in proportion vith their ovn membership, the trade-union committee at tbe vorkplace. The trade-union committee vould nőt belong to any confederation. The committee*b task vould be to reconcile tbe employee6' divergent interests, and to negotiate vith tbe enterprise's management on vages, performance requirements, and vorking conditions.- The trade-union committe's concurrence should be required fór any decision tbat significantly affects tbe employees* situation (a revision of tbe norms, a change in tbe line of activity, lay-offs, and transfers).- If tbe talks to reconcile the divergent interests fail, the trade-union committee should be in a position to call a strike. A strike decision made in this manner is a legal tool in tbe repreBentation of interests, and the National Assembly ougbt to regulate its conditions. Evén in tbe absence of a decision to strike, nobody should be held accountable fór refusing to vork vhen at least half of the vorkers' collective joined tbe labor action. A Strike Lav should alsó declare tbat a call to strike is nőt punisbable.- Neitber tbe interest-representing groups at the vorkplace, nor tbe trade- union committee comprising tbeir delegates may undertake tasks pertaining to tbe organization of production. Tbey must concern tbemselvee vith the economic and technical probléma of the vorkplace only to tbe extent that these problems have a direct bearing on tbe vorkers' interests. The labor competitions left over from the mobilization of the mas6es in Stalin's time, and the pseudovoluntary Communist Saturdays, must be abolished. Let tbere be trade-union democracy.- The election of trade-union officials must be by ballot, at every level. As a tool fór manipulating the elections from above, tbe practice of nominating tbe candidates beforeband must be abolished.- It appears expedient to let tbe member6hip directly elect the officials of the trade unions (of tbe confederations formed by tbe interest-representing group6 at the vorkplaces).- Tbe chairman of tbe SZOT, its secretary generál and secretaries ougbt to be elected directly at the Congress of Trade Unions. Tbe party might propose candidates to tbe congress, bút otber candidates could alsó be nominated. The party vould nőt bave vető pover over the composition of the elected trade-union bodies.- At every level, the reconciliation of divergent interest6 vould have to be open to those concerned. The trade-union organE vould have to brief the membership in advance as to vhat issues vere to be placed on the agenda, vbat vere the demands, and vhat compromises vere considered acceptable.
