In auch matters tbe party would nőt be able to instruct tbe government directly, only tbrough tbe National Assembly. To instruct tbe Council of Ministers, individual ministers or tbeir subordinate agencies to do anytbing that exceeds the Central Comnittee'a prerogatives, the party vould bave to introduce a motion in tbe National Assembly.- The relation6hip betveen tbe party and the voluntary public organizations enumerated in the Constitution vili have to be regulated. Recognition of tbe party's "leading role" must nőt violate the independence of tbese organizations. Tbey sbould be alloved to elect tbeir officers vitbout tbe party*s tutelage; tbe candidates proposed by the party ahould nőt be mandatory; and tbe party sbould nőt have vető pover over the election of officers. Tbe party should nőt be able to give binding instructions to the governing bodies of tbese organizations. It should be possible to require tbat tbe party's proposals and tbe recipient organization*s reply be made public.- It vould be expedient to establish somé fórum before vbicb the party could coordinate its standpoint vith tbe representatives of voluntary public organizations and associations nőt enumerated in the ConBtitution. Tbe PPF could become such a fórum, provided (1) joining tbe PPF is voluntary, and nőt a prerequisite fór founding a public association, and (2) tbe fóruma of the PPF serve to coordinate vievs, and nőt to adopt binding resolutions.- The Central Committee's apparátus and the party's régiónál governing bodies may nőt instruct and call to account tbe heads (or subordinates) of civil-lav organizations and government agencies. It must be specified tbat only the Central Committee may have a "nomenklatúra" or schedule of appointment6 reserved fór tbe party. The régiónál governing bodies are tbe links betveen the Central Committee and tbe local organizations that rally the membership.- The right6 of tbe party locals at vorkplaces mu6t be regulated in harmony vitb the Enterprise Lav and the Labor Code. The party must be subject to the lav. The Lav on tbe Party must specify tbat a complaint may be filed vitb tbe public prosecutor's office, and court or constitutional-lav proceedings may be instituted, against the unlavful resolutions or measures of a governing body of the party, just as against any misuse of State pover or unlavful action of public administration. It vili be necessary to regulate the manner in vhich the complaints are filed, and the proceedings instituted and conducted, and alsó the circle of persons entitled to fiié complaints.
