undeveloped country and forced its deformed practice on more developed Eastem Europeair countries. The economy, culture and the legal system bow before the autocratic decisions of the party leadership. Bút today the party is nőt even able to execute its own plans and lays the blame on society although absolute power brings absolute responsibil- ity. Xn the way out - the therapy - Bihari envisages the party renewing itself in a democratic way. According- to him this could be made poss- ible by the pressure of the reform movement outside the party and the reform wing within the party. The reforms should be executed by the mass movement which organizes itself from below and the reneved party. The necessary reforms include an effective markét economy, the establishment of a democratic political system and the respect and consequent availability of humán values which have accumulated through history. Mihály Bihari wants his programme to be openly debated in public fór - ums. Today it is still difficult to say if the debates will continue or really decide about the fate of their proposals in public forums or, as is thought by somé people in Budapest, in the Central Control Commission.- 2 ­________________________________________________ __________________________________
