D/-4&0 s.< 26 • G. firas-sé 138/1987 (e) November 25th, 1987 Hungárián Citizens Let tér to the He1cinki CSCE follow up raeeting in Vienna Up until now thirty-six Hungárián citizens have signed a letter in which they ask help fór László Rusai who was arrested on November 9th írom the participants in the Vienna CSCE follow up meeting which is concermed with humán rights and European security. The letter is as follows: Dear ConferenceI The Hungárián govemment while making high sounding declarations about keeping and respecting humán rights and ensuring publicity in the West about its tolerant behaviour towards dissidents, continues to harass them and in certain cases employs brutal means which creates totál isolation. Two weeks ago the Egren police once again arrested László Rusai, a member of the Vox Humana Circle. He is accused of writing "unsuitable" words on the Soviet Memóriái Monument in Hatvanon November 7th. On November 9th at 6.30 pm seven piain clothes detectives forced entry intő his mothers house in Hatvan, 12 Szókely Street, they conducted a house search with an attoraey’s warrant. They confiscated manuscripts, personal letters and contrary to the usual practice they took a type- writer, money and bonds ostensibly as matériái fór the investigátion. They subsequently broke intő László Rusai’s house in Hegyalja St.László Rusai has been continuously harassed since August 1987} in Hatvan, in his fiat and even in his mothers house which is alsó searched.frequen- tly. He has thus protested many times to the superior authorities bút to no avail. His harassraent reached a climax when he was arrested on November 9th. Ear^ier on June 10th 1984 he was arrested fór making pamphlets and seriously beaten up although the charges were later dropped. Owing to this his state of health has deterioated and he had to récéivé medical treatment over a long period. After a house search conducted in his mothers house on October 20th 1986 he was con— fined in the psychiatric prison in Gyöngyös and held there fór three weeks without reason. He was nőt released until November 10th after extensive national and International protests, he did nőt récéivé a medical diagnosis. On November 19th 1987 his mother was allowed to visit him and found him in a very grave state of health. He has nőt been allowed a doctor or a lawyer until now. We protest against such inhuman jurisprudence.
