The seminar was organized by students from the College fór Political Science of Law of the Eötvös Lóránd University of Budapest in co- operation with the European NetWork fór East/West Dialogue. The meeting in Budapest was an important step forward in the ongoing East/West citizens' dialogue. It helped to deepen our mutual under- standings and to develop further common perspectives and initiatives. All participants agreed that many similar meetings should take piacé in the future. Part II (signed by the majoritiy of the participants, more than 100 persons) We, the undersigned participants of the seminar, commit ourselves to work together towards the following goals: (1) To articulate and to clarify common values in search of a positive identity fór an all-European democratic movement. (2) Furthering demilitarization on all levels of relations between East and West and within East and West. This includes nuclear and conventional disarmament, respects fór the right of conscientious objection and the creation of a democratic peace culture. (3) To initiate the process of withdrawing foreign troops and bases from Europe, East and West, in order to overcome the bloc division in Europe and the world. This process will further the creation of a democratic, self-determined and peaceful Europe. (4) To develop further an all-European movement fór ecological sur- vival and to support all initiatives which go in this direction. (5) To work together to enlarge the space fór an active civil society throughout Europe where the rights of the individual are guaranteed, respected and nőt subordinated to the power of the State.
