The study expounds the reasons which made necessary the organization of jurisdiction in those towns where the Haiduks of the army of István Bocskai were settled down between 1605 and 1609. The realization was carried out according to the Order dated on 4th of June, 1613 given by Zsigmond Forgách, captain-general. He compelled the captains being at the head of the towns to supply both the penal and civil jurisdiction with their 12 jurymen. Except the political criminal acts the judgement of every criminal act committed in their towns and in the outskirts of their towns fall within the competence of such collective courts. Every Haidu town was invested with the power of life and death by the Order. The accused people, the defending counsels, the municipal attorneys and the offended people could ap
