The new library system structure was developed between 1978 and 1985. During this period main district libraries were entrusted with more responsibility and smaller units were subordinated to them. The maintained (the metropolitan council and district councils) wished to diminish inefficiencies of the split up network system, to discontinue with management difficulties. The aim was to organize a system of gradual supplying readers’ demands.

The process of decentralization went together with the opening of new libraries, enlargement of some units and the introduction of new services.

The paper deals with problems of the library stock, focuses on library use in the context of social changes.
