etés 1963-ban Kielben (NSZK) összeült a Gazdasági Együttműködési és Fejlesztési Szervezet (Organization for Economical Cooperation and Development), ahol a fizikatanítás akkori lielyzetével foglalkozott. Megállapították, hogy a rohamos fejlődés és a régi iskolai nevelés között nagy a szakadék. Szükség vau oktatási reformokra. Az 1963. év előtti oktatásra jellemző volt, liogy: 1./ A tankönyvek tartalma és tárgyalási módja igen lemaradt a modern követelményektől . 2./ Új tárgykörök felvételével próbálkoztak ugyan, de ezek nem vezettek eredményre.
