SUMMARIES
municipal boroughs on the territory of Bács-Kiskun County (the former free royal towns: Zombor, Novi Sad, Subotica, Baja) and of two towns with ordered council (Zenta and Magyarkanizsa), as well. It also shows the changes, the town and county administrational organization and development after the Act of 1870 that changed local self-government, and regulated the local administration in the early period of the dualistic era. Moreover, it contains some additional information on the formation and modification of the organisational regulations, the organisation of some administrational sectors, and also the personal and post changes of top level officials. The description of the county and the county seat is more detailed than the others. On the basis of laws and acts, the municipal boards and the general town assembly had special and regular committees and committees organised by the general assembly the last of which were different in each town. The town discharged the administrative duties through its departments and offices which were established on the basis of traditions and peculiarities and developed adjusting to the regulatory enactment. JÓZSEF GYENESEI VILLAGE, TOWN, COUNTY SEAT CHANGES IN THE ADMINISTRATIVE ROLE OF KALOCSA BETWEEN 1871 AND 1921 After the Compromise of 1867 in the frame of the civil administrative system the prairie towns' official status (with an own notary but without an ordered council) were changed to be a large village by the orders of the Art 18 1871. In consequence of this order Kalocsa apparently lost its town rank in an unfairly way for almost a halfa century. However, piecemeal legislation in 1886 made it possible for the large villages to get the title of being a town with an ordered council in the case of meeting some requirements. This act would have been a legal remedy for Kalocsa if it had been an injustice but Kalocsa did not do anything in this case until the beginning of the centenary. At long last the settlement got back its town title in 1921. Being motivated by this success in the following year Kalocsa applied for the title of being the county seat of Solt County which was established by dividing Pest County into two parts. This inflammation was followed by the accounting of the town's power and possibilities. The Body of Representatives of Kalocsa later deliberated the imagines concerning the division of Pest County again but this proposal had not been a case of issue any more.
