AMERICAN Hungarian Journal Opening of the New Honorary Consulate of the Republic of Hungary in San Francisco by Eva E. Voisin San Francisco celebrated the opening of a new diplomatic mis­sion recently, when the Honorary Consulate of the Republic of Hungary was inaugurated at the San Francisco Veterans’ Memo­rial Building, with His Excellency Pál Tar, the Hungarian Ambas­sador in attendance. The five­­year appointment of Ms. Eva E. Voisin as Honorary Consul was approved by Hungary’s Foreign Ministry and by the U.S. State Department, and she will exer­cise jurisdiction over Northern California and the State of Nevada. This appointment rep­resents another step in the rebirth of U.S.-Hungarian diplomacy after a hiatus of 40 years. During the cold war from 1947 to the late 80’s, diplomatic ties between the two countries existed only at the Legation level. The newly appointed Honorary Consul, Eva E. Voisin is a Hun­­garian-American, one of about 1,500 in the San Francisco Bay Area. She left Budapest with her parents as a child after 1956 and lived in Austria, Southern California, where she attended UCLA, and France before she settled in San Francisco in 1968. She is a practicing attorney in Redwood City and is the founder and President of the Hungarian American Chamber of Com­merce. The inauguration reception on September 14,1993 was attended by 325' guests, where the San Francisco Consular Corps, local, state and federal government representatives and leaders of the Hungarian American community met. The San Francisco Veterans’ Memorial Building, where numerous historic events took place, including the signing of the United Nations Charter in 1945, is adjacent to the San Francisco Opera House and the Louise Davies Symphony Hall, and just across the street from the Califor­nia State Building. This has a special significance for the Hun­garian American community since the statue entitled "Gloria Victis,” by California Hungarian artist Olga Rózsa, was placed there by the Hungarian com­munity to commemorate the Hungarian Revolution of 1956. The Green Room was decorated with giant flower ar­rangements and wreaths of wheat, poppies, corn flowers and marguerites, reminiscent of the Hungarian wheat fields in the Puszta, tied in a bundle by huge ribbons of white, red and green, the colors of the Hungarian flag. Seven flags hung from the loggia, overlooking City Hall, on Van Ness Avenue. Mr. Richard Goldman, Chief of Protocol of the City and County of San Francisco, and Ambas­sador Pál Tar toasted the Presi­dents of both countries and delivered messages of con­gratulations and best wishes to both the Honorary Consul and the Consulate. Ambassador Pál Tar delivered the letter of Ac­creditation from Foreign Mini­ster Géza Jeszenszky to Ms. Voisin. Mayor Jordan issued a Proclamation; Governor Pete Wilson, Congressman Tom Lan­tos and State Senator Milton Marks sent letters of support and congratulations. In her acceptance speech Ms. Voisin outlined her duties as con­sul, as well as her goals for the following five years. She repre­sents the interest of the govern­ment of Hungary, the Hungarians residing temporarily or per­manently in Northern California and Nevada, which also falls under her jurisdiction. As such, she fulfills the usual consular, ad­­ministrative and ministerial duties and activities as other con­sulates do. Secondly, she wishes to foster and support the establishment of cultural, academic, scientific, lin­guistic programs and exchanges on the high school, under­graduate and graduate level, as well as the development of professional internships for young Hungarian executives so they can acquire international management skills. Particular at­tention will be given to a fundrais­ing effort for UC Berkeley’s matching grant for a permanent Hungarian chair. Thirdly, as one of her most im­portant functions, Ms. Voisin will promote trade and business be­tween California and Hungary. She will provide information to the Bay Area business com­munity on future potential busi­ness contacts, such as the upcoming World Expo ’96 in Budapest, which coincides with Hungary’s celebration of its 1,100th year! She wishes to bring a special message to the San Francisco Bay Area about Hungary and the Hungarian people; to show that Hungarians are resourceful, am­bitious and hospitable people on both sides of the Atlantic; that Hungary is the land of Liszt, Bartók and Kodály, of Pulitzer, Teller and Rubik, Judith Polgár (of chess fame) and János Varga. Mr. Varga was the first recipient of the Goldman Environmental Prize, instituted by Mr. and Mrs. Richard Goldman of San Fran­cisco, for his environmental work on the Danube River. She wishes to show the San Francisco Bay Area business community that Hungary has made much progress during the last three years in restructuring its economy, and that Hungary is a viable potential business partner. Ms. Voisin’s personal message to the Hungarian American com­munity was that the consulate door is open, but that she would be calling on them for help. She stressed that the Hungarian Americans were fortunate to re­establish their new home in such a beautiful and hospitable region, to acquire knowledge, skills and expertise in many fields which they now have a duty to make available to those in Hungary, to help them with this most difficult transition. After thanking the 15 young volunteers who helped with the festivities, Ms. Voisin presented Mr. Goldman, to thank him for all his help, with a book entitled "Leadership Secrets of Attila the Hun." Ambassador Tar and the new Honorary Consul spent three days on an extensive tour of the San Francisco Bay Area business and academic community. Am­bassador Tar spoke before a joint meeting of the Commonwealth Club, the World Affairs Council and the Hungarian American Chamber of Commerce (HACC). He also addressed the Rotary Clubs of Burlingame and San Mateo Sunrise, and a jointly sponsored luncheon by the World Forum of Silicon Valley, San Jose Chamber of Commerce and the HACC. He was the guest of the Center for Slavic and East European Studies at UC Berkeley and at the Hoover In­stitution at Stanford University. Before a combined audience of about 1,000, Ambassador Tar summed up the political and economic accomplishments and challenges still facing Hungary. Hungary has put in place all the legal framework for a democracy and a free market economy. Legislation for elections, protec­tion of minorities, commercial, business, accounting, banking and other laws have been enacted by Parliament and the lion’s share of the U.S. and Western invest­ments in East-Central Europe so far have gone to Hungary. The challenges still to be solved are mainly economic and security related: unemployment, a budget deficit, for which the IMF imposed some strong measures. As a front-line state to the former Yugoslavia, Hungary continues to suffer economic losses due to the embargo and the cost of shel­tering refugees from Bosnia-Her­­zegovina. Hungary would very much like to join NATO, and feels it belongs intellectually, emotional­ly and economically to the West. Hungary has been integrated in Western Europe since the year 8%, and suffered greatly from the total separation of the last 50 years, which it must overcome.
