THE BLOCKING OF THE SOROKSÁR DANUBE AND THE FLOOD OF 1876 Up until 1870, the Hungarian capital, which was undergoing spectacular progress in the second half of the 19th century, had to live under a terrible menace: the alarming prospect of a repetition of the 1838 flood, which had wreaked havoc on the city. Law X of 1870 allocated resources to the planned reconstruction of Budapest, at the same time laying down the main directions for the city's development in a number of areas, including the regulation of the river and the construction of a flood protection system and new ramparts. Harmful to certain interests, the construction plans provoked huge public debates and a massive resistance, mainly on account of the decision to block the Soroksár Danube. Working against the clock, the authorities swept all the counter-arguments under the carpet and went ahead with the construction work at an amazing speed. Which was just as well, because as soon as all the works had been completed, an icy flood, followed by an ice-free second wave, swept along the Danube in the Spring of 1876. Although the newly-built flood protection works saved the capital, the flood defense system had to be upscaled. The study presents the planning/harmonization of interests/execution phases of the process, as well as the social and technical criticism associated with the finished flood control works.
