•Page 8, William Penn Life, February 1987 31st General Convention Notice of Establishment of Delegate Districts and Area Delegate Districts, Number of Delegates and Procedure The Board of Directors has established the Delegate and Area Delegate Districts and the names and addresses of the District Chairmen. In accordance with the By-Laws, election of Delegates and Area Delegates shall proceed as follows: Section 205 (3) - Delegate Districts Based upon the membership of the Association, as of September 30 of the prior year to the General Convention, the Board established Delegate Districts and the number to be certified as Delegates in order to comply with the statutory provisions relating to the minimum number of elected and ex-officio Delegates required to comprise a convention and established Delegate Districts considering the number of adult life benefit members and any other factors that the Board of Directors considered material. Section 205 (6) - Delegate District Elections Delegate District elections will be conducted according to rules and procedures as follows: a. The Board of Directors shall appoint a District Chairman for each district from among the Delegate District members. b. Nominations for delegates or alternate delegates shall be made from the floor of the Delegate District Meeting. c. The District Chairman will fix the date, place and time for the election in the month of May and give notice to the members by mail or publication in a local newspaper. d. The Delegate District Meeting will be called to order by the District Chairman. He shall conduct the meeting and he shall appoint a Recording Secretary. e. A register will be maintained of all members voting. f. The vote of a member must be cast in person at a designated location in the Delegate District to which he is assigned. g. The candidates receiving the highest number of votes shall be the duly elected delegates for the respective Delegate District and the candidates for Alternate Delegate receiving the highest number of votes shall be the Alternate Delegates for the respective Delegate District. In the event of a tie vote for Delegate or Alternate Delegate, the election shall be decided by lot by the candidates involved, in the presence of the District Chairman. h. The District Chairman must, by certified mail, submit the election results, listing all candidates with the number of votes cast, minutes of the meeting and registration list to the National Secretary within ten (10) days after said election. i. Branches which do not have the minumum number of adult members to elect a delegate shall become part of an Area Delegate District. Section 205 (7) (4) - Area Delegate District Election The Area Delegate District Meeting shall be convened at the time and in the place established by the Board of Directors. The meeting shall be convened by the Board-appointed Area Delegate District Chairman who will conduct the meeting. The District Chairman will appoint a Recording Secretary and submit the election results as provided in Section 205 (6h) of these By-Laws. By order of the Board of Directors, E. E.
