We have received a report on "Tax Reform" from the U S. Treasury Depart ment which includes a recommendation that the tax-exempt status of my society and all other fraternal benefit societies be repealed. Such a recommendation, if enacted by Congress, signed into law by you. Mr. President, would destroy completely, the self-help, fraternal (ethnic, cultural, religious, etc.) and benevolent programs of the William Penn Association and all other fraternals. Such a result would surely be contrary to a primary thrust of your administra tion to encourage the private sector toward self-help, volunteerism, and charitable programs. The Fraternal Benefit System in America today is very substantially contributing toward those ends. On behalf of the William Penn Association, I respectfully request that you reject the Treasury Department proposal to repeal the tax exempt status of the fraternal benefit societies of America.
