TOM FOERSTER Candidate for Re-Election Commissioner Tom Foerster is seek­ing re-election to a fifth term as com­missioner of Allegheny County. A native of North Side, Pittsburgh, Pa., Mr. Foerster was first elected commissioner in 1967. He was re­elected in 1971, 1975 and 1979. *ln 1980, he was elected chairman of the Board of Commissioners. During his tenure as commissioner, Mr. Foerster has helped expand the Community College to serve more than 100.000 students, improved care for 10.000 dependent and neglected children, 40,000 mentally ill and retarded, and thousands of disabled, ill and elderly citizens. He has spearheaded programs to bring new industry and jobs to Allegheny County, aid unemployed workers facing mortgage foreclosures on their homes, re-train 5,000 dis­placed employees, and to stem the tide of foreign steel imports. Commissioner Foerster has also campaigned against increases in public utility rates, bigger trucks on our highways and the imposition of high federal taxes on river freight traffic. Prior to becoming commissioner, Mr. Foerster served five terms as a member of the General Assembly (1958-1968), during which he was prin­cipal sponsor of many conservation measures including the 1965 Clean Streams Act and the 1966 Mine Sub­sidence Act. He also sponsored legisla­tion which created the County Com­munity College and made the Univer­sity of Pittsburgh a state-related university. Since 1967, Commissioner Foerster has collected more than $1 million for Children’s Hospital. 14 Cleveland Area News Cleveland, Ohio has been bustling with changes ... the Ward Agency is proud to announce several new names associated with the William Penn. The youngest Provider and Annuity owner in our branch is two-month-old, Erin Elizabeth Ward. Erin is the new daughter and first child of our agency manager, Jeffrey J. Ward, and his wife, Dawn, who is currently our leading sales representative. Erin was born August 20, 1983, and weighed 6 ILs. 13 oz. and was 20 inches in length. Both mother and daughter are doing exceptionally well. After only two months, Erin has grown to 11 lbs., and she has her proud parents convinced she’s the best baby around! One of our agents made a name change. Agent Sharon Bikacsan became Mrs. William M. Halter on June 18, 1983. Sharon and Bill were married in Akron, Ohio, then they en­joyed a week’s stay in the Asheville, North Carolina area for their honey­moon. The Halters currently live in Conneaut, Ohio, where Bill coaches high school sports and teaches while Sharon continues to represent the William Penn. While a member of the Pennsylvania General Assembly and as a Commis­sioner, he was always ready and available to assist the William Penn and every fraternal movement and pro­ject. He faithfully attended our ban­quets and conventions. He is a dynamic personality who has received numerous awards for his outstanding services in government, charitable and fraternal activities. He is a William Penn Assocation member who deserves and is worthy of every member’s vote on election day. Also, ask your friends to support him. Scholarship Recipients Every year members can apply for scholarship grants. It's the task of the Awards Committee to choose applicants with the greatest needs. This year, 85 students applied and 71 were selected to receive grants. To all of these students, especially the 22 new recipients who received awards for the first time — CON­GRATULATIONS AND LOTS OF LUCK IN YOUR NEW SCHOOL YEAR. Some of the new recipients are pictured. We are also proud to introduce you to three new agents: Emma Oris, Ernie Sarosi, and Owen McGuiness. Emma Oris worked for the Hungarian Reformed Federation for over 20 years with her husband, Albert. She is now our primary agent in Painesville, Ohio, and she serves each member with the talent and ability that she used to develop her fine reputation. After the loyalty she has shown to the William Penn in just nine months, Emma is second in the agency and does an outstanding job. She is also the mother of our agent, Dawn Ward. Ernie Sarosi and his wife, Vi, live in Solon, Ohio where Ernie seeks to serve his members with the old Hungarian know-how. Ernie’s work has proved to be of top quality in his eight months with us. His circle of associations in the Hungarian community seems endless. The most recently employed agent is Owen McGuiness. Owen comes to us with a wealth of knowledge and ex­perience from past insurance work as well as I.R.S. experience. He taught for the government and served as an I.R.S. Examiner for several years. This tax knowledge will prove very helpful in assisting our members in starting valuable tax-sheltered or tax-deferred annuities. Owen lives in North Olmsted, Ohio, and services the Lorain area.
