Eligibility Rules For William Penn Fraternal Association Scholarship Foundation, Inc. Grants Lou Antal Seeks Re-Election As District 5 President LOU ANTAL . . . Arnold resident . . . Lou Antal, a member of Branch 296, announced that he is seeking re-election as president of United Mine Workers’ District 5, which includes Allegheny, Westmoreland, Armstrong and Butler counties, Pennsylvania. Also seeking re-election are Nick De- Vince, international executive board member, Pete Sabo, secretary-treasurer, and district executive board members William Finley, Steve Segedi, Joe Vo­­lensky and New Kensington resident John Chach. These men are former members of the Miners for Democracy, an organization which was formed in the UMW to com­bat the corrupt practices of former UMW president Tony Boyle. Antal said, “During the three and one-half years we have held elective office, we have treated all our members fairly and equally. “One of the most important tasks we undertook was replenishing a bankrupt district treasury. By exercising sound fiscal judgment we have built this dis­trict into one of the most financially sound in our union.” As examples of the progress made by District 5, Antal cited a record high of more than $26,000 spent this year to 1. The Board of Directors has estab­lished the following rules governing eligibility for scholarship grants: a) The father or mother of the applicant must be a beneficial member of the William Penn Association. b) The student applying for scho­larship grant must be a bene­ficial member of the William Penn Association as of January 1st of the year for which appli­cation is made, or must be the child of a deceased member. c) Only those students may apply for scholarship grants who have been accepted by or are already attending an accredited college or university, or school of nurs­ing. All Applications must be received at the Home Office by May 31st, if received later, they will not be considered. g) Grants will be paid directly to the applicant provided he or she is a member in good standing on date award checks are issued. h) Grants are awarded for 4 year period. In order to be considered for scholarship grants in suc­cessive years, the student must: (1) Submit scholastic record, (2) Proof of enrollment each year, and (3) Notify the Secretary of the Foundation by May 31st that they want to continue re­ceiving grants. 2.
