forts under an experienced marketing manager, who will study the needs of the consumer and create insurance plans to meet the public demands; establish a conservation and membership Service Department. One of the observations being made today by the State In­surance Departments, Legislatures on State and Federal levels and by consumer groups, is that there is a lack of understanding of insurance by the consumer. This lack of understanding is applicable to the benefit provisions of an insurance certificate, to rates, policy provisions, such as cash values, loans and extended values. It has been recognized that a well informed and knowledge­able certificate holder is one of the best sources of advertising for any fraternal society. A Conservation and Membership Department can and will do much to bring about a fully informed membership, bringing about decrease in lapses and cash surrender, thereby adding to the growth of our Association. Your National Officers, the Board of Directors, our dedicated employees have never hesitated to accept greater burdens and greater responsibility for the success of any change. During the last four years, two of our National Officers left the Association for greener pastures and I am happy to state that they found what they desired, but let’s not forget that the burden of their duties was left with us. It is now being performed by your three National Officers, joyfully and adequately. And now again, at this Convention, as you will learn later, we are ready to take on added responsibilities and duties without hesitation in order to make this the most successful and effective Convention in our glorious history. It is a great honor and a joyful privilege for me to speak to you on behalf of my Fellow Officers, Albert and Julius, two Vice Presidents, John Balia and Louis Varga, the members of the Board of Directors and Auditing Committee, to express to you our ap­preciation and share with you our Resolution: “What you can do, or dream you can, begin it — for courage has power and magic in it. Only engage, and then the mind grows heated; begin it, and the task is half completed.” May your stay be pleasant, may every session of this Con­vention be a joy filled with the spirit of fellowship, understanding and above all, faith and love. Again I say “Welcome”, “Isten hozott” “Es su casa”, This is your house. May God bless ail of us in it. 6. The Honoroble Milton J, Sharp greeted the Convention in a letter as did Mr. Raymond A Klee, Secretary-Treasurer of the National Fraternal Congress of America. 7. Mr. Charles now calls on National Secretary to make his re­port on Certification of Delegates, which is as follows: I, the undersigned, Albert J. Stelkovics, National Secretary of William Penn Fraternal Association, official keeper of the re­cords, certify that on the basis of computer tabulation furnished by the Computer Center for adult certificates in good standing as of September 30, 1970, the elected delegates from the 54 Conven­tion Districts established by the Board of Directors, a total of 120 delegates were elected to the 27th National Convention. In addition to this there are those, who by virtue of their offices are Convention Delegates, namely, Five Officers, Twelve Di­rectors and Six Auditing Committee Members for a total of 143 members of the Convention. I further certify that all Delegate Certificates have been checked and with the exception of two elected delegates all others have met the qualifications set forth in the By-Laws. In Pennsylvania District #9, Branch 216, Northampton, Penn­sylvania, Mr. Alexander Sohonyay was not a member in good standing and was accordingly notified that he could not serve as a delegate, the alternate, Imre Geosits was called. In Ohio District #10, Mr. Valentine Konyha was not a mem­ber in good standing. He was accordingly notified that he could not serve as a delegate, the first alternate, Mr. Joseph Barath is 6 serving as delegate. Mrs. John Lukacs of Pennsylvania District #22 was duly e lected and qualified, however, on August 14, 1971, she advisee me that she could not attend the Convention because she woulc be on the West Coast, thus her alternate, Mr. Joseph Javorsky is the accredited delegate from Pennsylvania Distri ct #22.
