will thus result in water loads comparable to the highest stages on record, calling for appropriately reinforced embankment cross-sections for the levees. Underseepage control was effected by intercepting canals and special provisions were made against wave action. The two large irrigation developments on the two sides of the Tisza River, further the 40,000 hectare development along the reservoir receive their water through the two main canals followed by the section principals and lateral canals. The principle of distribution entitles the user to divert, within the limitations of the contract, water in the required quantity at the desired time for irrigating his crops. This downstream controlled system of distribution is solved by advanced tailwater regulation. Tailwater-con­trolled, electrically actuated automatic gates are used at the headworks of the main canals cohile hydraulically controlled ones are installed for the other regulating devices. Automatic operation is checked and supervised by the control center situated at Kisköre. The Kisköre Barrage and the attached irrigation developments (see papers 3.1 and 3.2) constitute the first regional water management system in Hungary, where the diverse functions in water management are solved in coordination not only with each other, but also with the general socio­economic development of the region considering perspectives of several decades. Agricultural operation must be prepared accordingly, by creating appropriate economic conditions, for the changeover from dry to irrigation farming. This is the responsibility of the Tisza Region Agricultural Development Bureau of the Ministry of Food and Agriculture (see paper 3.4). The operation of the barrage, the main canals and section principals, of pumping stations and of underground distribution networks (see paper 3.3) is the responsibility of the Central Tisza Region District Water Authority, the Tisza Regional Water Works and Water Management Enter­prise. In the performance of certain operating functions, the water manage­ment associations in the area cooperate. 4. Development stages of the Kisköre Barrage Project and main structures Stage I was completed in the middle of 1973. Work is already under way on development stage II, involving the further completion of the works according to the approved schedule. The flood gate in the flood plain will be completed by 1980, additional levee sections along the reservoir will be strengthened, the navigation channel regulated, harbours built, both branches of the left-hand side main canal and a short section of the right­hand main canal will be commissioned. No more than finishing work in the reservoir area and construction of some sections of the right-hand bank main canal will be left for stage III. Construction scheduling is based on the anticipated growth of water demands. Since these appear first in the Körös Valley, one of the main 263
