Автор ссылается на то, что Комитет по Внутреннему транспорту (Inland Transport Committee) Европейской Экономической Комиссии ООН на своей XXII сессии, проведенной с 21 по 25 января 1963 года, по протоколу попросила рабочую группу, занимающуюся вопро­сами создания единой сети европейских судоходных путей, чтобы в своих исследованиях учитывала те результаты, которые были достигнуты в области классификации водных путей и улучшения соотношений окупаемости затрат, ссылаясь на раньше изданные документы ЭКАДВ и также на указанный выше документ (E/CN 11/TRANS/Sub 3/L. 24.). THE EFFICIENCY OF WATERWAY IMPROVEMENT By Gy. Fekete, С. E. (For the Hungarian text see pp 107) The present paper is devoted to the complex problem unifying triple aspect of navigation. The necessity of examining navigation in the light of the intereffects of navigation, shipbuilding and waterway construction, as well as from the aspect of combined and overall economical efficiency is pointed out. Invited by the UNO Economic Commission for Asia and the Far East (UNO-ECAFE), the author was given the opportunity to participate as consultant on Classification of Inland Waterways, Transport and Communications Division in the work of the ECAFE Secretariat in preparing the document dealing with the classification of waterways, to arrive at optimum cost-benefit ratios. The document, together with the new computation and graphical methods contained therein, had been discussed and approved by the UNO-ECAFE Inland Waterway Sub-Committee at its sixth session held from the 6th to 13th November, 1962, Bangkok, and the methods in question have been recommended for application to the respective Governments, as well as to the ECAFE Secretariat, following the official publication of the document under No. E/CN. 11 /ТВ ANS /Sub . 3/L. 24. The full text of the UNO document referred to above, together with all figures and annexes is reproduced in order to offer a possibility to the experts engaged in navigation, shipbuilding and waterway construction to acquaint themselves with the methods developed by the author and for applying these in their respective fields of activity. These methods permit: I. to determine the production capacity of (Eqs. 2 and 6), a ) one type or several types of vessels, b) the fleet of one inland waterway transport undertaking, c) the fleet of one country, or d) the combined fleets of several countries, as used in international traffic; II. to determine (see Eqs. 3 and 5 and Figs. 5 and 6), a) the influence of channel depth, and its variation, on the possible utilization of a given type of vessel or a whole fleet, b) the total tonnage which can be utilized at various channel depths, and c) the increase in utilizable carrying capacity that will result from waterway improvements aimed at increasing channel depths; III. to compare the costs of waterway improvements with the benefits from the increased possible utilization of the fleet (Figs. 5 and 6); IV. to compute the actual and possible effect of waterway improvements (expressed as an efficiency coefficient) on fleet performance (Eqs. 7 and 8); V. to asses, toughly, the influence spheres of various organizations dealing directly or indirectly with inland waterway transport, and their possible contri­bution to improving performance (Figs. 8 and !)); VI. to plot curves, relating to operating cost indices, which give an insight in the possibilities of lowering costs by choosing suitable values for engine power, carrying capacity, or passenger capacity (Fig. 10);
