346- the problems arising in the control of balancing water resources and water demand are discussed. The ways of balance control i.e. the augmentation of utilizable water resources by means of runoff regulation and the control of water demand are introduced as alternative methods which are able to substitute for one another during the process of river basin development.Followingly the planning system of river basin development is presented.Beside the theoretical bases of the applied systems engineering the planning methods and possibilities at the various levels of planning are illustrated by real practical models.Finally, in the form of case studies, as the practical check of the conception of river basin development, description is given on the actual development of a felw basins. The discussion of the problem groups presented are framed by the following theree essential requirements of development:- continuous long-range maintenance of the equilibrium of water resources and demand,- uniform attitude to the water-related areal development, and- the view of river basin development as a process. Because of the complexity of problems arising in river basin development and the variability of the conditions and socio-economic circumstances prevailing in the different basins no methodology can be given to a full-depth analysis of development problems. That is the conrete analyses of individual basins can not be missed either to-day or in the future. Therefore the publication not only provides a methodological and objective information but promotes the stimulation of thinking and formation of attitude as well by drawing attention to the possibilities opened through the adoption of systems engineering, interdisciplinary way of analysis and process control in the control of river basin development processes,
