What were the motives of the company managers in asking to lease the chember estates? Above all, the company would much more strictly than the Chamber collect the peasant tax in labour. The company could use their labour both for the maintenance of the Danube—Tisa project and for the construction of the new traffic system. The tax in kind, paid in grain, would enable it to considerably promote its grain export. By leasing these estates, the company, as a capitalistic enterprise, would be in a position to exploit the feudal agricultural areas, and would become the owner of cheap labour. Some villages were against changing their status. This was the case with those that were colonized by the Germans in the 18th century. Four of these, Apatin, Prigrevica Sv. Ivan, Filipovo and Krnjaja, appealed to the Court Chamber for exemption from the contract with the company and for permission to conclude separate contract with it. This request was rejected, on the grounds that it would be a big loss for the company. The Chamber stores, inns, the Apatin brewery, and forest could not be exloited economic—ally without the cooperation of these villages. Francis II hesitated a whole year, to finally reject the lease contract. But, a year later he would nevertheless sign it. Why was this? From a company document of 1827, it is clear that the Chamber estates had been leased to it in order to save it from bankrupcy. CHAPTER XIV - ANOTHER UNSUCCESFUL ATTEMPT TO CANALIZE CONCESSION FOR CONSTRUCTION OF A NEW ROAD THROUGH GORSKI KOTAR AND ITS SUCCESSFUL COMPLETION After many harsh word and accusations on the Kiss brothers account, it might'seem surprising that the royal commissioner Aponyi appealed to the Court Chamber to grant the company a concession for canalizing the Kupa and constructing a shorter inland road to the Adriatic ports. However, the Chamber accepted the proposal and sent an expert commission to the site. Representatives of the Carnian provincial government also participated in it. Nothing definite is known on the work of this commission and on the administrative procedures.
