In the 1930s serious damages were caused to agricultural production by excessively dry weather. The idea of irrigation in the Great Plains came to the foreground and called for the assessment of water resources which could be taken into account for irrigation. In 1935 the number of discharge measurements performed by the hydrographie service was increased on a few watercourses of small, well-defined basins, for the determination of runoff coefficients indispensable for the design work of civil engineering agencies, and for hydrological studies. Mostly it was the result of an increased stock of instruments that between 1939 and 1942 several thousand discharge measurements were executed, associated partly with the activity of the National Agency for Irrigation established for the implementation of the Irrigation Act (1938) and partly with that of the National Hydro-power Agency.
