It is also re­commended that membership in the Sick Benefit department shall not cease at the age of 65, pro­vided the sick benefit fund per­mits the paying of sick benefits beyond that age. The recommendation that the delegates to the National Con­vention be entitled to a remu­neration of $100 will be approv­ed by District 21 only if the sa­laries of the directors will also be reduced to $100 per annum. If it necessary to reduce ex­penditures in order to strenghten the Expense Fund, then it should be done at the Home Office as well as in the field, for only then will it be possible for the As­sociation to declare dividends which have proven the most ef­fective means for attracting new members. Distirct 21 recommends that the chairman of the Board of Directors be elected from among the directors and that the Board of Directors shall have- no power to increase their own as well as the supreme officers’ salaries. Should unusual conditions arise, such matters shall be submitted to a vote by the convention de­legates. District 21 recommends that the managers of branches con­stituting districts by themselves shall be appointed managers of their resp., districts. This would make it possible to reduce the number of district managers, and' to increase the earnings of the remaining, possibly four, dis­trict managers. District 21 recommends that, with the exception of the Sup­reme President, the supreme of­ficers shall have no vote. In view of the fact that the accounts of theN Association are thoroughly examined and super­vised by the Insurance Depart­ment, District 21 questions the necessity of the Board of Di­rectors spending several weeks with similar examinations, the elimination of which would effect substantial savings. The first district meeting of Branch 249, Dayton, O., was held on June 30th, 1947. The meet­ing was called to order by Pre­sident Andrew Papp who ex­tended his greetings to the mem­bers announcing that Branch 249 has attained district status. 1. ) The secretary reports that a letter has been received from Branch 14. The President orders the reading of the letter. 2. ) In reference to the first paragraph of the letter of Branch 14, District 23/B recommends that the vice-president assume the chair whenever the actions of the Home Office are discussed Jby the Board of Directors. 3. ) The discussion: of the pro­posed amendments of the By-laws follows. Disagreement with the recommendations of the Board of Directors was registered in reference to the following. 4. ) The text of §3 shall re­main unchanged. — The follow­ing shall be included in the pro­posed amendment of the next paragraph: “They shall not be eligible as district representa­tives, nor shall they attend the district meetings.” Paragraphs 6 and 7 shall remain unchanged. — §8: Branches having at least 25 members shall have the right to send unrepresentative to the district meetings. — “Speak Eng­lish fluently” — shall be omit­ted. — The increasing of travel­ling time entitling to per diem fees from 6 to 8 hours is ap­proved. — §9 shall remain un­changed. §20; Branches may be organized upon request by 25 (instead of 15) members but only where there are no other branches. In communities where another branch already is estab­lished, 50 shell be required. — §66: Regardless of how many times monthly the Verhovay Journal is to be published, mat­ters not dealing with the As­sociation shall be printed only if, thereby, the costs of publish­ing are reduced. 5. ) The Expense Fund shall be used for no other purpose than that of defraying the expendi­tures of general administration. The compensation of the branch­­managers shall be paid at reg­ular intervals by the Home Of­fice. Such compensation, however, shall not be computed on the present percentage basis which does not even pay for the wear and tear of shoes, much less for tires and the use of automobiles. 6. ) A simplification of the pro­cedure of claiming death bene­fits and sick benefits is consider­ed necessary. 7. ) District 23/B recommends that no one shall be eligible to serve more than two terms as director or member of the Audit­ing Committee. 8. ) District 23/B recommends that in all communities where there are several branches, mer­gers be efected with a view of reducing management expenses. DISTRICT 30 TOLEDO, O. The meeting of Branch 27, re­presenting District 30, was held in Toledo, 0., on June 8th, 1947. 1.) Opening the meetipg, District President Joseph Pityer called upon District Recorder Julius Ke­rekes to read the circular letter of Branch 14. The letter was discussed in detail and adopted as a whole. 2.) Upon motion by Andrew Rasi, District 30 adopted the recommendation that the dues be waived of all members over 70 years of age who have been members in good standing since 45 years. 3.) District 30 protests aginst the manner in which the branches have been assigned to the various Districts. Several smaller branches had been as­signed to other cities, by-passing Toledo, though it would have been possible to create another dis­trict in this city instead of so enlarging a Detroit district that it could elect six delegates, Branch 27 has just recently at­tained district status and its membership would have been greatly encouraged had another district been created in Toledo. 4.) District 30 protests against the Supreme Officers and Di­rectors and to their action in­creasing their own salaries. 5.) 3% of the reserves shall be paid annually in dividends, provided the solvency ratio of the Associa­tion exceeds 110%. — 6.) The District objects to the recommen­dation of the Board of Directors the admission of new members that representation at the Nation­up to the age of 60 and recom­mends that the age limit be set at 55. ft can be easily proven that the admission of applicants over 55 years of age represents no gain to the Association. 5.) District 30 urges the Convention to have all branch treasurers bonded lest irreparable damages be suffered in the event of loss or robbery. 6.) Intensive pro­motional campaigns in the ju­venile field are recommended by the District. It is much easier to write ordinary insurance for the members of the juvenile de­partment than to secure new members for the Senior Order. | to the branch-managers. Meetings with programs for children are suggested, like the one held some time ago and still favorably pemeirtbered by the children who attended. 7.) The secretary presents his recommen- jega^es dation which is adopted by the meeting. In view of the fact that the members of the Associa­tion exeept the manager to call for their dues, the Convention is urged to increase the compensa­tion of the branch-managers, be­cause the present annual rate of 50 cents per member is insuf­ficient. The meeting elected Julius Ke­rekes delegate to the National Convention and Andrew Rasi al­ternate delegate. Delegates hav­ing only one or two votes may be unduly influenced by delegates having as many as 5 votes. 7.) Delegates attending the National Convention shall be paid per diem fees, as heretofore. $100 is not sufficient to cover the expense of a 10-12 day meeting. The representative of Branch 431 moves that a District Man­ager unable to visit the branches of his district at least three times a year, shall be discharged and his commisions shall revert the branch-managers. DISTRICT 13 DAISYTOWN, PA. DISTRICT 14 GARY, W, VA. The meeting of District 14, held in Gary, W. Va„ on June 29th, 1947, was called to order by Bmery Sziics President. Fol­lowing the presentation of the credentials the officers of the district were elected. Emery Sziics was unanimously elected President and Peter Kovács, also unanimously, Secretary of the district. The following recommen­dations were adopted. 1.) And­rew' Ander, representative of Branch 310, moves that member­ship in the sick benefit depart­ment be not terminated at the age of 65. 2.) The office of the Supreme President shall be se­parated from that of the chair­man of the Board of Directors, ay ho shall be elected from among the members of the Board of Di­rectors. The Supreme President is responsible for the actions of the Home Office and, therefore, cannot be impartial when the activities of the supreme officers are discussed. It is improper, also, that the business matters are presented to the Board and the proceedings of the Board meet­ings are recorded by the Supreme Secretary who, thereby, may un­duly influence the deliberations of the directors, in favor of the Home Office. 3.) The Supreme Officers and Directors shall have no pow-er to increase their own salaries. If unusual conditions should arise, the Board shall or­der a poll of the convention de­legates who alone have the right to exercise the preprogatives of the National Convention. 4.) Va.; Alexander Debreczeni and Stephen Fazekas of Br. 85, Daisytown, Pa. 2. ) The Minutes of the last meeting wrere read and approved. 3. ) The delegates unanimously favor the maintenance of the office and status of the district managers, provided that such men will be appointed who will pro­perly attend to their duties. 4. ) The recommendations of Branch 14 were unanimously adopted by the meeting of Dis­trict 13. 5. ) It is unanimously recom­mended by the delegates of Dis­trict 13 that the Convention re­store the formerly used monthly receipts and dues receipt books. 6. ) Recommendation rejected. 7.) Recommendation tabled. 8.) Recommendation of Branch 312 unanimously rejected. 9.) Dis­trict 13 recommends that not only businessmen but miners also be elected to the Board of Directors. 10.) MINUTES, taken at the meet­ing of District 2, held on June 29th, 1947, at the Hungarian Cultural Home of Newark, N. J. District President Alexander Puskas opens the meeting at 9:30 A.M. Welcoming the dele­gates he takes great pleasure in mentioning that the membership of the district has increased by 1,200 during the last 12 years, and that, as a result, the district formerly represented by two de­legates, now is entitled to elect six representatives to the Na­tional Convention. The schedule of business is adopted. 27 delegates present theft; credentials. Branch 317,: Wharton, N. J., is not represent­ed. Joseph Soós, President of lo­cal Branch 70, extends a cordial welcome to the delegates, espe­cially to the representatives of the former Workingmen’s Sick Benefit Federation. László Dienes, District Re­corder, reads the Minutes of the last District meeting. The mi­nutes are approved and witnessed by the signatures of John Dudás and Frank Lizák. The meeting proceeds to the discussion of the amendments of the By-laws. The recommenda­tions of the Board of Directors are taken as the basis of the deliberations. The following ac­tions are taken: 1.) §3: 400, instead of 300, shall be the num­ber of members representing an electoral district. 2.) Paragraph 6 shall remain unchanged. In the event the number of members constituting an electoral district is raised, the Board of Directors shall have only one vote. 3.) The retaining of the original text of §7 is preferred. The proposed amendment of the section “The expenses of the Convention” is objected to on the ground that the Convention would be curtail­ed, and its effectiveness jeopar­dized, by reducing the delegates’ remuneration to $100. District Manager Frank Cher arives and is introduced by the President. 4.) §8: Representation at the district meetings shall be limited to branches having at least 25, instead of 15, members, and an additional delegate shall be elect­ed for every additional 100 mem­bers or fraction thereof. The tra­veling time, entitling to a per diem fee, shall be increased from 6 to 8 hours, as recommended by the Board of Directors. 5.) §9; Rejecting the amendment proposed by the Board of Di­rectors, the District recommends the folowing amendment: “Should the seat of the Supreme Presi­dent become vacant due to any reason, it shall be assumed by the first Vice-President until the next National Convention.” In conjunction with the above Dis­trict 2 recommends that the fol­lowing be inserted in §7, in the provision pertaining to the elec­tion of the vice-president.
