Verhovavak Lapja Page 10, each member voting weigh carefully the qualifications of the candidate and cast their vote for the person who from the viewof the meeting and asked that point of experience, ability and knowledge of our Association affairs, is the best fitted to represent the District at the National Convention. Due to the limited number of members attending, voting by secret ballot was dispensed with and voting was carried on by ‘ayes” and “noes”. The President asked that nominations be made for District delegate, whereupon a motion was duly made and seconded to elect Mr. Phillips. This was confirmed unanimously with no dissenting vote; there being no opposition. Mr. Joseph Becsi was unanimously elected Alternate with no opposition. Upon a motion made by Mr. Nemeth, and seconded by Mr. Z. Phillips, all constitutional amendments were fully accepted by the District Session with 'the exception of that portion which is contained on page 79, Section 37, §. 3 of our By-Laws, to wit: his disability is of longer duration than seven days, excepting illness resulting from an accident, in which case benefits must be paid from the first day of such illness, provided such illness last more than seven (7) days. It was the decision of the members that this is an unwise move on the part of the Association, and we should pay sick benefits in case of accidents, from the very first day as is now the case. Therefore, that portion of the constitutional amendment is to remain in our By-Laws without change. A motion was made and seconded to. read and act upon the various modifications and constitutional amendments proposed by the District Session, to be submitted to the National Convention for acceptance or rejection. Fourteen points were read, discussed, and all accepted by the District Session. These constitutional amendments and modifications follow: 1. ) Constitutional amendment. Chapter IV. The Home Office. Part II. Page 20. “The Supreme President, Secretary, Auditor and Treasurer, shall have no other occupation or employment, whether Compensated or gratis, and shall not participate, openly or silently, or lend his name for such participation, to any group or groups whose purpose it shall be to engage in or exercise influence in any political group or body, or have jurisdiction over any form of political thought or ideology. Violation of this to warrant disciplinary measures against such officer or officers.” 2. ) Chapter III. Page 15. “The Chairman of the Board of Directors shall be elected separately, and shall be the person receiving the largest number of votes among the Directors.” 3. ) Chapter III . Page 78. Sick Benefits. “Every member belonging to the Sick Benefit Department, who is unable to work and is totally disabled, whether this disability is caused by accident or illness, beginning with the first day of that particular accident or illness, the Association will pay every member the weekly sums to which his class of Sick Benefit will entitle him.” 4. ) The first month’s dues on a newly-issued policy be computed from the -date of issuance of such policy at the Home Office. This is to eliminate the general practice of members now paying a full month’s dues on a newly-issued policy which, when issued at the Home Office, only affords the policy-holder two., or less weeks of protection. For instance, if a policy is dated ill the middle of a month, then the member’s first months dues should be based on the remaining days of protection in that month. 5. ) Chapter III. Page 79. Sick Benefits, pp. 4. Every member belonging to the Sick Benefit Department should be entitled to sick benefits if he is under the regular treatment of an M. D. physician, occulist, optician, chiropractor, osteopath or chiropodist. Limitations as to the type of relief sought should not be imposed on members, as there are countless ailments which are the scourge of mankind, and practitioners versed in different sciences can give greater relief than others. 6. ) Chapter III. Page 84. Childbirth Benefits. The childbirth benefit paid shall not be counted into the total of sick benefits, but shall be considered a separate and distinct benefit. 7. ) Chapter III. Page 75. Sick Benefits. “As hereafter provided and with the approval of the Home Office, male members of the Association who are not over 55 years of age and new female members not over 40 years of age, may become members of Class “1”; and male members who are not over 50 years of age and female members not over 45 years of age may become members of Class “2”; and new male members who are not over 40 years of age may become members of Class “3”; while male members not over 35 years of age may be admitted to Class “4”. (Only modification here is that age limits are being lowered for admission of male and female members to class “2” Sick Benefits.) 8. ) Men and women be permitted to join any class of insurance not to exceed $500.00 without medical examination. 9. ) Eliminate “red-tape” and investigations now existing in issuance of certificates between $1000.00 and up to $5000.00. 10. ) Compensation of collectors where now authorized be increased to conform to present living standards. Present compensation of collectors is inadequate to meet the present high cost of living. 11. ) Offices to be set up in large districts or areas for the purpose of transacting official Verhovay business and aiding members in their insurance problems, collection of dues, counseling etc. The necessary personnel to manage the office to be engaged by local District organizers and be compensated by the Home Office out of Expense Funds. 12. ) Those members transferring into Class 3 or Class 4 of the Sick Benefit Department shall be entitled to full Sick Benefits, as covered by their class, from the very first day of illness or accident, and not be forced to wait until the expiration* of nine (9) months from the date of the transfer. There should be no exceptions in the payment of sick benefits in any class. 13. ) The official Journal to appear by-monthly in the Hungarian edition, and monthly in the English. Also both editions to be improved typographically and edited in magazine form. The present weekly appearance of the Journal in the Hungarian edition, and by-monthly in the English, is unwarranted in view of the scarcity of articles and branch news appearing therein. 14. ) Cessation of our activities in the American-Hungarian Federation, a political organization, and the conversion of the dues now paid to the Federation — which amounts to 1 cent per adult member — into a Reserve Fund to be established for the purpose of aiding those of our soldiers who return maimed or injured, and to assist them in the payment of their dues until they can re-establish themselves in society. Affiliation with the American-Hungarian Federation should be severed, unless conclusive proof can be shown of the advantages gained by association with the organization. Following the transaction of all business, the newly-elected District Delegate was properly certified by the District President. The District President in closing briefly thanked the members for their cooperation and attendance, after which the meeting was adjourned at 5 p.m. JOSEPH BECSI, District Chairman, RICHARD J. PHILLIPS, District Recorder. MINUTES - -of District 35 July 11, 1943 The meeting of District 35 was held in the Verhovay Home at Indiana Harbor, Indiana on July 11, 1943. Our meeting was taken up mostly with the discussions on modifications of our By-Laws for the convention which were very interesting to our delegates. The following Branches were represented: Mrs. Mary Pilarski, Branch 434; Mr. Matthew Horvath, Jr., Branch 490; Mr. James Stark, Branch 428; Mr. Frank Balough, Branch 503;, Mr. Dan Dull, Branch 353; Mr. Ilija Yuhas, Branch 434; Mr. Joseph Nagy, Jr., Branch 434; Mr. Alex Bakos, Branch. 479; Branches 504, 461, 363, 351, 375, and 371 were not represented. The following resolutions were made by the session to be 1943 August 12 presented to the National Convention in Pittsburgh in September, 1943: — 1. ) It was decided by delegates that a member should be eligible 'to be a delegate to the National Convention, even though he does not carry sick benefit. 2. ) It was resolved that the Home Office should find something they can do for the boys in service; or else send to them in the service. 3. ) Interest in more sports after the war. 4. ) Most all the modifications of the By-Laws were agreed upon, the few not agreed on listed below. 5. ) That Line 3 in §. 5, Page 7 remain same “January of every 4th year”. Reason — Our yearly elections are held in January and are best attended by members, and it is the beginning of the year. 6. ) Also, in the delegates opinion it expressed, that, the first §, on Page 8 should not be changed to read “The District’s shall hold a session the following July”, but should be held in May.
