No more than a handful of permit holders could remain, especially those operating on the outskirts. Only those were granted new permits or extensions, who, “for some special reason, were eligible for government aid” (mainly disabled war veterans without means, war widows and orphans and public servants retired from active service). The majority of these people had no relevant expertise, and most of them in fact gave up trying after a few years.
