TIMES OF HOSTILITIES The seal of János Anchely, Cameralistic Prefect The town clerk must have realized how ominously the 19th century had started when he attached the sentence to the end of the minutes'resolutions, "Agreement can make little things big and strong, while disagreement will divide and annihilate even the big and strong ones." As a matter of fact, it was not only the chaotic economic situation of the town that urged co-operation. For one and a half decades Europe fought against Napoleon's armies, and it had an impact on ourtown as well.There were regular recruitments for the army accompanied by the "obligatory” carousals and fights. The allied Russian tsarist army marched through the town twice, which caused "miserable conditions" there. The torments were further increased by the tyranny ofTreasury Inspector János Anchely, who had been in charge of the bishopric estates, including Vác, in the absence of a bishop until 1803. In 1809Vac had the misfortune to further experience the consequences of the Napoleonic Wars. The monasteries, schools, and the deaf mute institute, which had been opened five years before, were all turned into hospitals so that the thousands of wounded soldiers in the Battle of Győr could be put up and then transported on to Pest-Buda on barges. By 1815 the European wars were over, which meant some more peaceful decades to come. The country and the town had the opportunity to concentrate on their own development. The emergence of nation states started in Western Europe, which affected Hungary too: the rise of the bourgeoisie coincided with the desire of setting up independent nation states. THE AGE OF REFORMS This was the age when individuals defied town authorities, which punished their inhabitants by sentencing them to horsing or "Spanish coat" (i.e. pillory), or their landlords who owned their subjects.
