BY - LAWS — continued Branch Officers — Expenses 57. In order to transact its business, every branch shall elect a set of officers from the adult members of the insurance department of the Federation, by a majority of the members present and voting at the annual meeting of the branch. These officers consist of a president, vice president, secretary, treasurer and controller. Persons who are officers or employees of other similar associations cannot be elected branch officers. 58. The president of the branch shall conduct its meetings. 59. In case of the absence of the president, bis rights and duties shall be assumed by the vice president. 60. The secretary of the branch shall take tbc minutes of the meetings, preserve them in proper form, and submit them to the Vice President-Secretary of the Federation. Upon request he shall summon regular and special meetings. Upon the request of the President the secretary shall take care of all correspondence pertaining to the branch. He is the guardian of the seal of the branch. 61. The treasurer of the branch shall handle the money of the branch and is responsiible for it. He shall keep such records as prescribed by tbe Home Office. He shall transmit to the Federation all dues collected, except permissible deductions, no later than the 26th of each month. If the treasurer fails to transmit the money by the prescribed date he shall be immediately notified in writing by the Treasurer of the Federation. Failure to transmit the dues due within 15 days from the date of receipt of said notice, the President of the Federation shall upon the report of the Treasurer, and with the approval of the Executive Committee, suspend him from his office and may institute legal proceeding against him. 62. It is the duty of the controller to audit the books, the accounts and the money handled by tbe treasurer or branch manager. 63. Whenever the President of the Federation deems it necessary, he may with the approval of the Executive Committee, appoint a branch manager. He shall assume all the duties of the branch secretary and treasurer. His remuneration shall be fixed by the Executive Committee. 64. Branch expenses, such as the rental of a meeting place, cost of official correspondence and expenses arising from fraternal activities, shall be met by the branch itself and paid from the branch treasury. For expenses, such as collecting and transmitting dues payments to the Home Office, the treasurer may deduct the service charge, determined by the Convention, from the amount of dues regularly paid by the members. No other deductions may be made by the branch from the dues collected. In branches where a branch manager is appointed by the Vice President-Secretary, the branch treasury shall not make deductions from dues collected. In such cases the branch manager shall deduct the stipulated service charge. All other expenses pertaining to branch management, and approved by the Executive Committee, shall be reimbursed from the treasury of the Federation. Branch Responsibilities — Brotherhood 65. Responsibility for proper branch management shall rest with its elected officers individually and collectively. In the event of any loss suffered by the Federation, the officers shall be accountable to the President of the Federation who, with the Executive Committee, shall take appropriate action. Lack of attention to duties, negligence, failure to secure adequate new members shall be cause for suspension or removal from office by the President with the concurrence of the Executive Committee. Such action and reasons therefore shall be reported to the Board of Directors. 66. In the spirit of fraternalism the members shall nurture friendliness and show proper respect to one another. Upon the death of a fellow member, the branch shall have representatives at bis burial and express condolences. A wreath shall be sent in the name of the Federation, the cost of which shall be determined by the Board of Directors. ARTICLE VII MEMBERS Qualifications — Admission — Suspension Reinstatement 67.
