appointed by the Board of Directors that should be given consideration. The Field and production would be his only concern. Other Fraternals that have taken ths method of operating have increased their sales production. Many of the Field Force members that have constantly been minus in their required production requirements were advised that they would receive compensation only if the quota is met and the purpose of the expense was to stimulate sales. If and when we will automate our operations, it might then be possible to change our compensation system and go to premium billing. We could have a better retention ratio by spreading the commission over a longer period of time. This would eliminate paying for business that does not stay on the books. A very big problem area with our present system. BRANCH MEETINGS The Branches holding meetings have sent the minutes to my office. This is in accordance to the IRS directive. This year the delegate elections were held and those minutes were sent to the President as outlined in the election procedures and will be given me by him after certification. Many branches are still not taking this matter seriously and now with the Convention elections over, they must either hold the meetings and send in minutes or give up their status. Having meetings every four years is not sufficient. It must also be noted here that it is not enough to hold a meeting. Our purposes are outlined in the by-laws and fund raising events should be held for the Student Aid and Loan Fund and the Bethlen Home. Each Branch should have as one project each year, the helping and promoting of the Bazaar at the Bethlen Home. This is always advertised by the President in the Fraternity. MINUTES OF MEETINGS I am Recording Secretary of the Board of Directors, Executive Committee, Student Aid and Loan Fund and the Bethlen Home Board of Managers. Copies of these minutes were mailed to all Directors. NATIONAL AND STATE FRATERNAL CONGRESSES We belong to the National Fraternal Congress of America which is the watch dog of our Fraternal benefit system. In the NFCA I am a member of the Family Life Committee and have represented the Congress at the White House Conference on Families. The Pennsylvania Fraternal Congress held their meeting in November and I was elected to the Executive Committee and also to the F.I.C. State chapter. Belonging to and working with other Fraternalists helps us to combine our efforts in the promotion of the Fraternal benefit system. In December we met with the Pennsylvania Insurance Commissioner, Harvey Bartle III and his staff regarding matters of concern to all of us. This was an all day seminar and the new disclosure statement and cost index was discussed and reviewed. DISTRICT MEETINGS The meetings in the various districts — Ohio, Pennsylvania, New Jersey and Chicago were held. At these meetings as well as the Field Force meetings, promotional and instructional information was given. All in attendance were urged to enroll new members and add to our insurance rolls and conserve our present membership. All National Officers were present at the meetings and they reported on their respective office. ADVERTISING With the exception of Easter and Christmas Greetings placed in the Hungarian Papers, the balance of the advertising money was given as ads through the Churches. The Churches have been given ads for their anniversary albums in the hopes of stimulating new prospects to join our Federation. Our advertising in the future must be closely checked so as to give us the best possible exposure for attracting new members. Our largest donation is to the Magyar Egyház and Calvin Synod Herald. FEDERAL TRADE COMMISSION-STATE RULES AND REGULATIONS Various articles have been appearing in all newspapers and periodicals regarding the role of the FTC. Their constant meddling and printing of inaccurate information through the news media has been protested by some of the largest commercial insurance companies. These people are trying to take away the powers of the states and have the Federal Government regulate the insurance industry. If this would ever happen, it will be a sad day, and at least the “Biggies” are registering a strong protest to this intervention. Only time will tell if they will be successful. Even now through the State Insurance Departments, more and more regulations are being enacted. I have just completed the printing of the new form for disclosure and surrender index on all applications from Pennsylvania. Many of the States are following the guidelines set up by the NAIC and each month it seems as though something new is to be started. This is very time consuming but is one of the matters that much be watched closely. My heartfelt thanks and appreciation are extended, to my fellow Officers, Directors, Home Office employees, Medical Director and Field Force for their cooperation and assistance during the year. As we deliberate our plans for the future, let us see what corrections can be made for the things that are bad and build on the things that are right.
