President George - Hon. Harvey Bartle III, Pa. Ins. Commissioner - Elmer Vargo, Secretary The President and the Secretary represented the HRFA at the 68th annual convention of the Pennsyl­vania Fraternal Congress held in Philadelphia, Pa. The theme of the convention was “Fratemalism sup­ports child and family.” 75 societies are members of the PFC representing 900,000 persons in the fraternal benefit system. The PFC is the largest state fraternal congress in the U.S. 128 delegates representing 45 fraternal benefit societies were present at the meet­ing. The guest speakers were: Honorable Harvey Bartle III, Pennsylvania Insurance Commissioner, Mr. Edward Mzvinski the ambassador to the United Nations for Human Rights and Judge Paul A. Tran- chitella of the Philadelphia County Court of Common Pleas. He urged the fraternalists to “take positive steps to preserve families.” Mary Ellen Shope and Sally Engle representing the Pa. Insurance Depart­ment participated in the panel discussion clarifying the interpretation of the new Pennsylvania laws affecting the fraternal organizations. Mr. Albert J. Stelkovics was presented the John Jordan Upchurch Award in recognition for his 40 years outstanding services to fraternalism. President Elmer Charles was installed president and Elmer Vargo as member of the Executive Committee. I was pleased to read from the minutes of our South Bend branch 17 that the members not only elected the delegate and alternate to our 1980 Convention but also made plans for the year. In order to strengthen the ties of fellowship a card party will be held in the spring, a picnic in the summer and a committee was appointed to inquire the cost of chartering a bus for a trip to Ligonicr to visit the Bethlen Home our charitable institution. It is en­couraging to read about the increasing interest our branch members have toward our nursing home, retirement center, ethnic library, museum and ar­chives. Mr. Charles Modory Board member is a member of the Building Committee. His expert know­ledge and services were very helpful in planning the first unit of two apartment model for our retirement center. The home for the administrator Progress report on the three building projects approved by the Board of Directors of the Bethlen Home on September 5, 1979. The plans were made by the Building Committee under the guidance and counsel of Mr. Michael Szabó architect of Sharon, Pennsylvania. In the Commonwealth of Pennsylvania Mr. Szabó is recognized as an expert architect in the highly specialized areas of nursing homes and retire­ment centers. He presented the three building plan projects to the Board and gave detailed answers to the many questions asked. He was also very helpful and cooperative to the Board of Managers and the Building Committee during the basic planning and the necessary revisions and adjustments that had to be made as the projects progressed to finalization. Mr. William Szuch, vice president and Mr. Charles Modory, Board member deserve special recognition for their dedicated services and sharing their technical knowledge with the members who were in charge in the planning of the projects. I am happy to report that the new home for the administrator was com­pleted and Rev. Paul Kovács administrator with his family moved into the new four bedroom building on February 1st. The estimated cost of the building was $100,000 and we stayed within the limitation. We wish them good health and happiness. in accordance with the “Residential Plan of the Bethlen Home” the first model unit with two apart­ments were also approved by the Board of Directors. 4
