d) He is the guardian of the seal, documents and important papers of the Federation, and of the minutes of its meetings. He is one of the guardians of the safety deposit boxes containing the securities. e) He is authorized to sign all checks in the absence of the Treasurer or the President. f) He is associate editor of the official publication. g) He shall furnish a monthly production report to the National Officers, Board of Directors and field force. h) He conducts and directs the nationwide organizational and promotional work. In con- currance with the Executive Committee and with the approval of the Board of Directors, he forms local and district areas for the purpose of organization. He appoints, employs, controls and dismisses members of the field force after consultation with the member or members of the Board of Directors of the respective district and the concurrance of the Executive Committee. OFFICE OF THE TREASURER 47. The duties of the Treasurer are as follows: a) He is the guardian of all property of the Federation. He shall receive all moneys from various sources, deposit and receipt the same in the name of the Federation. b) He shall keep records of all assets, including mortgage loans, purchase and sale of securities and properties, and shall present for action of the Investment Committee all investment matters. He shall make purchases and sales of securities and properties as directed by the Investment Committee. c) He shall issue all checks or disbursements on vouchers drawn and shall keep accurate records of the same and shall transmit such checks. d) He shall control and handle, in the presence of one of the other National Officers the securities of the Federation kept in safety deposit boxes. e) He oversees, supervises and is responsible for systems and controls procedures of dues collections throughout the branches with the concurrence of the Executive Committee. f) He shall make a report of the annual transactions and the condition of the treasury to the meetings of the Board of Directors and the Convention. g) He is associate editor of the official publication. h) He shall give instructions pertaining to his office to the field-force. ADVISORY MEMBERS The Administrator of the Bethlen Home 48. The Administrator shall present a written report to the regular meetings of the Board of Directors and to the Convention. He may partake in the discussion of the Convention and the Board of Directors’ meeting in matters pertaining to the Bethlen Home. The Medical Director 49. The Medical Director shall be appointed by and serve at the pleasure of the Board of Directors. He shall inspect the medical examiners’ reports presented for membership. He shall suggest to the medical examiners rules and types of examinations of applicants. He gives his opinion on medical questions when requested. He shall present a written report of his yearly activities to the first regular annual meeting of the Board of Directors and the Convention of his activities during the past term. He shall be entitled to partake in discussions of medical matters only. His honorarium is determined by the Board of Directors. THE FINANCIAL COUNSELLOR 50. The Financial Counsellor shall be a certified public accountant. He shall be appointed by and serve at the pleasure of the Board of Directors. Upon request he shall render opinions in financial matters. He shall prepare the annual statements to the States and Provinces. He shall submit an annual written report to the Board of Directors and one to the Convention. He may partake in the discussion of the Board of Directors and the Convention relating to financial matters. His honorarium shall be determined by the Board of Directors. Legal Counsellor 51. The Legal Counsellor shall be a duly licensed attorney-at-law. He shall be appointed by and serve at the pleasure of the Board of Directors. He shall give his opinion on all legal matters. He shall have the right to partake in all discussions. He shall submit an annual written report to the Board of Directors and the Convention. His honorarium shall be determined by the Board of Directors. 10 To be continued —
