present request it. A member may speak only once on a question. The President may grant him the right to speak a second time only if he has been personally challenged. The maker of the motion shall have the right of the closing remarks in the discussion. 10. Convention, meeting of the Board of Directors, meetings of the Executive Committee or branch meetings have the right to make decisions only if the following quorum of the respective meetings are present: a) one-half of the authorized delegates to the Convention; b) two-thirds of the members of the Board of Directors; c) three-fourths of the members of the Executive Committee; d) one-twentieth of the membership of any branch at the annual or special meetings and at least five members at the monthly meeting of the branches. If a quorum is not present at the first meeting, a second meeting shall be called at which those present, regardless of number shall constitute a quorum. THE CONVENTION Aim — Time — Place — Membership 11. The Federation shall hold a Convention every four years at a time and place designated by the Board of Directors. It shall receive a report of the preceeding four years, to decide upon actions for the future and to encourage and foster unity and fraternity. In order to postpone a Convention the consent of two-thirds of the branches is required. 12. The members of the Board of Directors and the delegates of the branches constitute the Convention. Each member of the Convention is entitled to one vote. 13. The Board of Directors shall determine and designate the number of guests and other persons to attend the Convention. Election of Delegates 14. Each branch having a minimum adult membership of 300 shall send one delegate to the Convention. Branches having more than 300 members shall send one additional delegate for each multiple of 300 members. Branches having less than 300 members will be grouped in units of not less than 300 and not more than 375 members, and may jointly send one delegate. The grouping of these units will be arranged by the President of the Federation according to geographical location after consulting the area directors, area, district and section managers in concurrence with the Executive Committee and with the approval of the Board of Directors. The delegates and alternates shall be elected by separate ballots at a special meeting to be held no less than thirty, nor more than sixty days following the announcement in the official publication of the meeting date of the Convention by the President as directed by the Board of Directors. Their names shall be certified to the President within 10 days after the election. Each certification shall be accompanied by a copy of the minutes of said meeting, the names and certificate numbers of the members present at the meeting and their signatures. The delegate and alternate must have been a member of the Federation and of the branch, or one of the branches of the group he is representing, for at least one year prior to his election, and must have fulfilled all his membership obligations. Alternate delegates elected shall fill vacancies of elected delegates in the order of the number of votes received. Branches formed within one year preceding the Convention shall be exceptions. Officers or employees of similar organizations or employees of the Federation cannot be delegates. 15. The elected delegates shall constitute no less than two-thirds of the voting members of the Convention. ELECTION IBREGULARITIES I. In the event that any irregularity in the method of convening of any meeting for the election of delegates and alternates or in the mode of election of said delegates or alternates or in the event a protest or complaint concerning the method of convening or election is received by the President, he shall forth with request full detailed and notarized written reports from the officers of the branch and the person or persons filing complaints. Said reports shall be forwarded to the President within ten days by certified mail from the date of receipt of the request for same. Upon receipt of said reports, or in the event one or more reports shall not be received, the President shall convene the Executive Committee for consideration. The Executive Committee shall report said matter to the Board of Directors along with their recommendation. The Board shall either approve or reject the recommendation and notify the Branch of its decision and/or directive for corrective action. Should said Branch refuse or neglect to take such 13 T
