than the 26th of each month. If the treasurer fails to transmit the money by the prescribed date he shall be immediately notified in writing by the Controller. Failure to transmit the money due within 15 days from the date of receipt of said notice, the Secretary shall, upon the report of the Controller, and with the approval of the Executive Committee, suspend him from his office and may institute legal proceeding against him. 63. It is the duty of the controller to audit the books, the accounts and the money handled by the treasurer or branch manager. 64. Whenever the Secretary deems it necessary, he may with the approval of the Executive Committee, appoint a branch manager. He shall assume all the duties of the branch secretary and treasurer. His remuneration shall be fixed by the Secretary with the concurrence of the Executive Committee. 65. Branch expenses, such as the rental of a meeting place, cost of official correspondence and expenses arising from fraternal activities, shall be met by the branch itself and paid from the branch treasury. For expenses, such as collecting and transmitting dues payments to the Home Office, the treasurer may deduct the service charge, determined by the Convention, from the amount of dues regularly paid by the members. No other deductions may be made by the branch from the dues collected. In branches where a branch manager is appointed by the Secretary, the branch treasury shall not make deductions from dues collected. In such cases the branch manager shall deduct the stipulated service charge. All other expenses pertaining to branch management, and approved by the Secretary, shall be reimbursed from the treasury of the Federation. Branch Responsibilities Brotherhood 66. Responsibility for proper branch management shall rest with its elected officers individually and collectively. In the event of any loss suffered by the Federation, the officers shall be accountable to the Secretary of the Federation who, with the Executive Committee, shall take appropriate action. Lack of attention to duties, negligence, failure to secure adequate new members shall be cause for suspension or removal from office by the Secretary with the concurrence of the Executive Committee. Such action and reasons therefore shall be reported to the Board of Directors. 67. In the spirit of fraternalism the members shall nurture friendliness and show proper respect to one another. Upon the death of a fellow member, the branch shall have representatives at his burial and express condolences. A wreath shall be sent in the name of the Federation, the cost of which shall be determined by the Board of Directors. ARTICLE VII MEMBERS Qualifications — Admission — Suspension Reinstatement This Article and those to follow contain paragraphs which govern the rights and responsibilities of the Federation and its members under the various insurance benefits granted by the Federation. The individual provisions in such paragraphs, however, are intended to apply only when the certificate, rider or endorsement form issued by the Federation in recognition of any such benefit has no correspond- ing provision. Any conflict will be resolved in favor of the certificate, rider or endorsement form. 68. Upon the recommendation of an appointed representative, any person of good moral character, over 16 years of age, but not older than 65, may become an adult member of the Federation. He cannot be a member of any party or movement, the aims of which are contrary to the Constitution of the United States. 69. The applicant for membership shall answer all the questions on the application truthfully. 70. For the admittance of a regular member, the recommendation of a member or an officer of the branch or any person officially authorized to solicit membership is necessary, together with the medical examiner’s report, where required, proving the insurability of the applicant to the satisfaction of the Federation. The medical examiner’s report shall be filled out by the appointed physician at the expense of the Federation. No pregnant women shall be accepted into membership until three months after the pregnancy has been terminated. 71. The properly signed and completed application shall be sent to the Secretary. The Medical Director shall pass upon such application. Applicants approved by the President and Secretary shall be received into membership in accordance with existing by-laws and such membership shall be effective from the date his name is enrolled on the register of the Federation provided he has already paid at least one month’s dues either to the Home Office or to the respective branch representative. 72. The member may pay his dues in advance. In IX.
