LÁSZLÓ ESZENYI: REPORT ON THE SPECIAL BOARD MEETING HELD IN JANUARY On the request of nine members of the Board of Directors, a special meeting was held in Ligonier, Pa., on the 12th and 13th days of January, 1973. The important meeting was at­tended by all regular Members of the Board. Rt. Rev. Louis Nagy, Super­intendent of the Bethlen Home, Mr. Sam Urda, President of the CPS Actuaries, and Mr. László Bojtos, Architect, also participated in advisory capacity. Before the official business was started the Presi­dent remembered the recently deceased Dr. Frank S. Horvath who rendered excellent services to the Federa­tion as Medical Director. The President cordially greeted all those present and informed the Board that two main issues are on the agenda: 1. The new system of compensation for the field- force; and 2. The construction of a new skilled nursing home in Ligonier. After the National Officers gave a brief report on the standing of the Federation, Mr. Urda gave a lecture on the interrelationship of rate structure, expenses and expected earnings of a fraternal society in general. He stated that the compensation of the field-force must be tied to the premium collected. He then explained the recommended new method of compensation by giving numerous examples and answering questions raised by the field-managers and the members of the Board. It was generally felt that the field-force shall have time to study the rather complex new system, therefore, the Board postponed the final decision on this vital issue until the Spring meeting. In connection with the construction of a new skilled nursing home Mr. Bojtos presented a cost calculation for the operation of a 50, 75 and 100 bed home. The Controller challenged several cost figures and held the total expected expenses too optimistic. The Architect also reported that the officers of two hanks had shown willingness to grant $800,000.00 mort­gage loan on a new construction appraised at $1,- 100 ,000.00. Upon the request of Secretary George the Superin­tendent produced a waiting list according to which 67 elderly people filed their application whom we could not accommodate because of lack of rooms. As a result of a lengthy and careful deliberation Controller Eszenyi was assigned to prepare a cost cal­culation of the operation on a 75 and 100 bed home and present it to tire Spring meeting for final decision. It was also resolved that constructional changes in the present home requested by the Welfare Department of Pennsylvania be carried out which will raise the number of beds to 74 or 75. The special meeting was essential to lay down the fundamentals to very important decisions which the Board has to make at its first regular meeting.----o----­Zoltán Bay Honored by National Bureau of Standards Dr. Zoltán L. Bay, an internationally-known physi­cist, has retired after 17 years of service with NBS. On July 31, he gave a special retirement address on the “Measurement of Optical Frequencies and the Speed of Light.” At the close of the colloquium, Dr. Ernest Ambler, Director of the Institute for Basic Standards, presented a certificate to Dr. Bay honoring him, both for his outstanding service to the Bureau over the years, and for his specific research. A native of Hungary, Dr. Bay was educated at the University of Sciences in Budapest (M.S. and Ph.D., physics). Before coming to this country in 1948, he was director of the research laboratory and technical general manager of the United Incandescent Lamp and Electric Company, Tungsram, Újpest, Hungary. He also taught and conducted research in physics at the Technical Uni­versity, Budapest, the University of Szeged, the Univer­sity of Sciences, Budapest, the Physikalisch Technische Reichsanstalt, and the University of Berlin. He served as research professor of physics and head of the electronics research project at George Washing­ton University until he joined the Bureau in 1955. In 1962 he received the Commerce Dept. Silver Medal. Holder of several patents and author of many pub­lications in bis field, Dr. Bay is a Fellow of the Ameri­can Physical Society and a Senior Member of the Insti­tute of Electrical and Electronic Engineers. We are proud to have Dr. Bay among our members and we wish good health and every happiness during his golden years. 15
