OFFICE OF THE SECRETARY 45. The duties of the Secretary are as follows : I. Administrative Duties a) He does all work arising in connection with the charter of incorporation of the Fed­eration, the licenses of the different states, the enrollment of new members and the issuance of their certificates. He has reports and actuarial statements prepared for submission to the in­surance departments. b) He, together with the other National Of­ficers, prepares the necessary amendments to the by-laws. c) Upon the direction of the President, he calls and prepares the agenda of the Conven­tions ; he attends to all matters pertaining to the election of the delegates. d) Upon the direction of the President, he prepares and calls the meetings of the Board of Directors, and prepares the subject matter for them; he sends out the reports of the National Officers to the Members of the Board of Direc­tors in advance, as well as the minutes of each meeting; and circulates the official letters be­tween them and the National Officers. e) He submits reports of the activity of his office to the meetings of the Board of Directors and Convention. He shall keep a complete and accurate account of his office and shall have available all the affairs of the Federation in such order as to be able to render any report of the Federation or facts required by the insurance departments of the various states or any other body. f) He prepares the report for institution of necessary disciplinary procedure and its subject matter for discussion. g) He, along with the President, controls the issuance of membership certificates and doc­uments involving property rights and certifies them with his signature. h) He takes care of the material need of the offices. He is the guardian of the seal, documents and important papers of the Federation, and of the minutes of its meetings. He, with the Treas­urer and the Controller, is the guardian of the deposit boxes containing the securities. i) He is authorized to sign all checks in the absence of the Treasurer or the President. j) He is associate editor of the official pub­lication. k) He shall furnish a monthly production report to the National Officers, Board of Direc­tors, and field force. l) In the absence of the President, he per­forms the duties connected with the Home Office. II. Organizational Duties a) The Secretary of the Federation conducts the publicity to enhance the good name, the growth and progress of the Federation. b) He conducts and directs the nationwide organizational and promotional work. In con- currance with the Executive Committee and with the approval of the Board of Directors, he forms local and district areas for the purpose of organi­zation. He appoints, employs, controls and dis­misses members of the field force after consulta­tion with the member or members of the Board of Directors of the respective district and the con­currence of the Executive Committee. c) In the event a field-manager is appointed, his rights and duties shall be determined by the Executive Committee with the approval of the Board of Directors. OFFICE OF THE TREASURER 46. The duties of the Treasurer are as follows: a) He is the guardian of all property of the Federation. He shall receive all moneys from various sources, deposit and receipt the same in the name of the Federation. , b) He shall keep records of all assets, in­cluding mortgage loans, purchase and sale of securities and properties, and shall present for action of the Investment Committee all invest­ment matters. He shall make purchases and sales of securities and properties as directed by the Investment Committee. c) He shall issue all checks or disbursements on vouchers drawn and shall keep accurate rec­ords of the same and shall transmit such checks to the entitled party. d) He shall control and handle, in the pres­ence of the Secretary or Controller, the securi­ties of the Federation, kept in the safety deposit boxes.
