FRATERNITY f) He shall make a report of the annual transactions and the condition of the treasury to the meetings of the Supreme Council and shall present a full report to the Convention covering the four-year period. g) He is associate editor of the official paper. OFFICE OF THE CONTROLLER 46. The sphere of official duties and activities of the Controller are as follows: a) He acts as principal accounting officer in charge of accounting books and records. He initiates systems and controls procedures of collections and claim settlements. He allo­cates amounts paid into the treasury of the Federation to the funds according to these by-laws and the directives of the Supreme Council. b) He maintains a complete individual record of the members, handles their trans­fers, suspensions, striking from the rolls and reinstatements. He directs and supervises all tabulating operations, and furnishes other de­partments with statistical data upon request. c) He checks and makes a control of all the income and expenses, and of all the man­agement of the assets of the Federation. — 25 — d) He determines the validity of claims on the basis of the submitted documents, examines their correctness as to legality and numerical accuracy. If, on preliminary exam­ination he finds payment on claims not per­missible, he denies validation and gives his reasons to the President. In such event, the President shall determine the validity of the claim and the Controller shall act accordingly. Such action shall be reported to the Supreme Council. e) He computes and registers certificate loans, and keeps books on claim settlements and orphans’ trust funds according to the rules and regulations of the insurance depart­ments. f) He prepares and maintains payroll records, and computes and submits payroll tax reports to the respective states. g) He acts as one of the guardians of the deposit boxes containing the securities of the Federation. h) He prepares a monthly fluctuation summary on membership and certificates and a report of deceased members. He, together with the Treasurer, prepares a statement of the income, disbursements and assets for pub­lication in the official paper, of which he is an associate editor. — 26 —
