FRATERNITY The duty of the Auditing Committee is to examine the office of the Controller. 36. These examinations shall be made once a year at the spring meeting of the Supreme Council and the results reported to that meeting and to the Convention. Whenever it may be found neces­sary, they may conduct such examinations at any time with the consent of the President. 37. The Administrative and Disciplinary Com­mittee also acts in disciplinary cases according to the regulations of these by-laws. Vice Presidents of the Federation Duties and Powers 38. As regular members of the Supreme Council, and elected by the Convention, any one of the three Vice Presidents performs the duties of the President in his absence from meetings. When authorized by the President, they shall represent the Federation, fhe Vice Presidents preside at the sessions of the Standing Committees. ARTICLE IV THE SUPREME OFFICERS Qualifications — Election — Powers — Duties 39. All the affairs of the administration of the Federation are directed by the Supreme Offi­— 17 — cers under the supervision of the President. The Supreme Officers are: President, Secretary, Treas­urer and Controller, who are the heads of their respective offices. They function according to the directives of the Supreme Council and according to the provisions set forth in these by-laws. The terms of their office is from March 15th of the year following their election to the 31st of March, four years hence. They may have no other paid employment besides their office in the Federation. Their salaries are determined by the Convention. The Supreme Officers, while attending meetings or while on promotional and organizational trips oi on any other authorized special mission away from home on behalf of the Federation, shall be entitled to travel expenses and per diem expenses as determined by the Supreme Council. 40. The election of the Supreme Officers, except that of the President, shall be from a list of qualified applicants. Public announcement shall be made for applicants at least two months prior to the Convention, and the applicants shall sub­mit their qualifications for the particular office together with proof of their educational back­ground to the Supreme Council. Applicants quali­fied by the Supreme Council shall be certified to the Committee on Nominations, who shall present the nominees to the Convention.
