FRATERNITY B Y= L AW S (The Second Continuation) 58. The president of the branch shall conduct its meetings. Special meetings, when necessary, shall be called, provided notice thereof is given one week prior thereto. No other matter may be considered at this meeting except that contained in the notice. 59. In case of the absence of the president, his rights and duties shall be assumed by the vice president. 60. The secretary of the branch takes the minutes of the meetings and preserves them in proper form, and upon request submits them to the Secretary of the Federation. He summons regular and special meetings by written notices. He takes care of all correspondence pertaining to the branch. He is the guardian of the seal of the branch. Where a branch manager is appointed, he shall assume all such duties. 61. The treasurer of the branch handles the money of the branch and is responsible for it. He shall keep such records as prescribed by the Home Office and shall transmit to the Federation all money collected, except permissible deductions, no later than the 26th of each money. Whoever fails to transmit the money by the prescribed — 33 — date shall be immediately notified in writing by the Controller and should such treasurer fail to transmit the money due within 15 days of said notice, the Secretary of the Federation shall, upon the report of the Controller, suspend him from his official and membership rights and may in­stitute legal proceedings against him. Where a branch manager is appointed, he shall assume all the duties of a branch treasurer 62. It is the duty of the controller to hold under surveillance the books, the accounts and the money handled by the treasurer or branch manager. 63. Wherever the Secretary of the Federation deems it necessary, he may appoint a branch man­ager and furnish him with the necessary instruc­tions and material for handling branch matters. His remuneration shall be fixed by the Secretary with the concurrence of the Supreme Officers. 64. Branch expenses, such as the rental of a meeting place, cost of official correspondence and expenses arising from fraternal activities, shall be met by the branch itself and paid from the branch treasury. For expenses, such as collecting and transmitting dues payments to the Home Office, the treasurer may deduct the service charge, de­termined by the Convention, from the amount of dues regulary paid by each member. No other deductions may be made by the branch from the dues collected. — 34 —
